Except as otherwise specifically provided in this article, the
provisions of Chapter NR 45 of the Wisconsin Administrative Code,
entitled "Use of Department Properties," describing and defining regulations
with respect to use of lands, structures and property owned, under
easement, leased or administered by the State of Wisconsin, are hereby
adopted and by reference made a part of this article as if fully set
forth herein. Any act required to be performed or prohibited by any
Administrative Code section incorporated herein by reference is required
or prohibited by this section.

In order to promote the proper use of parks and recreational
facilities, and to provide safe and regulated facilities, the Village
Board hereby establishes the following rules and regulations for the
use of park and recreational facilities:
A. Park hours. Parks shall be closed to the general public and all activities
therein shall be terminated at 11:00 p.m. and shall not be open until
6:00 a.m. the following morning, unless specific written authority
is first obtained from the Park and Recreation Committee or its duly
authorized agent.
B. Littering. No person shall throw, deposit, place or leave in parks
therein paper, rubbish, cans, bottles or refuse of any kind except
in receptacles provided for said material.
(1) Charcoal residue must be left in a grate or fireplace until cool,
or placed in receptacle provided for such purpose.
C. Alcoholic beverages. No person may drink or have in possession any
fermented malt beverage or intoxicating liquor in any park after 10:00
p.m.
(1) Sale of fermented malt beverages. No person may sell fermented malt
beverages in any park at any time unless a permit has been obtained.
D. Unnecessary noises. No person shall operate any mechanical device
that produces undue or unnecessary noises without first obtaining
a written permit.
E. Pets. No person shall allow pets to enter any public building, picnic
area, or playground, or to run at large at any time in any park.
F. Vehicular traffic. No person shall operate any vehicle at a speed
in excess of 15 miles per hour in any park.
(1) All motor vehicles, including mini-bikes, motorcycles and all-terrain
vehicles must be operated only on established roads and parking areas.
G. Defacing park property. No person shall cut, break or in any way
injure or deface any building, fence, lamp, equipment or facility
of and feature of property, including natural objects upon or within
the park.
H. Parking. No person shall park, stop or leave standing any vehicle
that will limit or obstruct use of any road, parking area, or service
facility. Vehicles must only be parked in established parking areas.
I. Fires. No person shall start, tend or maintain any fire except at
designated fireplaces, fire rings, or grills within the park. Personal
grills may be used only in designated picnic areas. Unburned fuel
and ashes shall be disposed of in such a manner as to prevent fire
or damage to any property.
J. Firearms, fireworks, bows and arrows. No person shall carry, shoot,
fire or discharge any gun, pistol, rocket, bow or any fire works of
any description within or into any park, unless specific written authority
is first obtained from authorizing agencies.
K. Reservation permit. Reservation permits are required to reserve facilities
within our parks and recreational areas. Permits can be picked up
at the Village Hall.
In addition to the regulations herein contained and provided,
the Park and Recreation Committee may post specific rules and regulations
within the parks or recreation facilities and such specific rules
and regulations when posted by the authority of the Village Board,
shall be incorporated by reference into this article as fully as set
forth herein.
In addition to any other applicable penalty provided by law, any person who shall violate this article shall, upon conviction, forfeit and amount as provided in §
1-3 of the Village Code.
