There is hereby created in and for the Borough of Garwood the position of Shade Tree Officer.

The Shade Tree Officer shall be appointed by the Mayor with the approval of the Council and shall serve a one-year term. The Shade Tree Officer shall be exempt from the residency requirement of N.J.S.A. 40A:60-6.
The Mayor and Council shall fix the compensation or salary of the Shade Tree Officer by ordinance.
Nothing contained in this Code shall be construed to prohibit the Shade Tree Officer from holding any other office or position of the Borough of Garwood.

The position of Zoning Officer in and for the Borough of Garwood is hereby established.

A. 
The duties of the Zoning Officer shall be as follows:
(1) 
Administer the code contained in Chapter 106, Land Use, of the Borough of Garwood.
(2) 
Review all construction permit applications.
(3) 
Conduct zoning review where necessary.
(4) 
Respond to zoning inquiries and remit findings in writing to the Borough Administrator.
(5) 
Deny construction permits where required by the Land Use Ordinance of the Borough of Garwood[1] or other law.

(6) 
Provide information regarding applications to the Planning Board.
(7) 
Conduct the required completeness review, including collection of fees for all Planning Board applications within 45 days of receipt in accordance with the Municipal Land Use Law.[2]

(8) 
After deemed complete by the Zoning Code Official, the application is forwarded to the Planning Board Secretary for scheduling on meeting agenda.
(9) 
Provide information to the Planning Board upon request regarding pending applications.

Perform all duties and administer and issue all permits or other approvals as set forth in this chapter.
(11)

(12) 
Oversee the Development Review Committee and set up meetings with the Committee and applicant as necessary.
(13) 
Attend Planning Board meetings when requested by the Board.
(14) 
Remit within 48 hours of receipt all revenue collected from zoning permits issued and applications or other revenue collected to the Borough of Garwood/Accounting Department.
(15) 
Submit monthly reports to the Borough Council, through the Borough Administrator, including, where applicable, complaints received, disposition of complaints, pending applications for the Planning Board, and zoning permit applications received, and the disposition of same.
(16) 
Attend meetings of the Borough Council or Planning Board where specifically requested.
B. 
The Zoning Officer shall be directly responsible to the Mayor and Borough Council.

A. 
The duties of the Zoning Enforcement Officer shall be as follows:
(1)

Investigate complaints regarding and enforce the terms of the Land Use Ordinance and the terms of previously issued land use approvals.
(3) 
Issue notices and violations.
(4) 
Submit monthly reports to the Borough Council, through the Borough Administrator, including, where applicable, complaints received, disposition of complaints, pending applications for the Planning Board, and zoning permit applications received, and the disposition of same.
(5) 
Attend meetings of the Borough Council or Planning Board where specifically requested.
B.

There is hereby created in and for the Borough of Garwood the position of Municipal Alliance Coordinator.

The hours and compensation of the Municipal Alliance Coordinator shall be as set forth in the Municipal Budget and Salary Ordinance of the Borough of Garwood.

A. 
Creation of position. There is hereby created in and for the Borough of Garwood the position of Emergency Management Coordinator.
B. 
Appointment. The Emergency Management Coordinator shall, pursuant to N.J.S.A. App. A:9-40.1, be appointed by the Mayor. Subject to fulfilling the requirements of this article, the Emergency Management Coordinator shall serve for a term of three years.
C. 
Duties. The Emergency Management Coordinator shall be responsible for the planning, activating, coordinating and conduct of emergency management operations within the municipality. Whenever, in the Emergency Management Coordinator's opinion, a disaster has occurred or is imminent in the Borough of Garwood, the Emergency Management Coordinator shall proclaim a state of local disaster emergency within the municipality. In accordance with the regulations promulgated by the State Director of Emergency Management, the Emergency Management Coordinator shall be empowered to issue and enforce such orders as may be necessary to implement and carry out emergency management operations and to protect the health, safety and resources of the residents of the municipality.
D. 
Hours and compensation. The hours and compensation of the Emergency Management Coordinator shall be as set forth in the Municipal Budget and Salary Ordinance of the Borough of Garwood.

There is hereby created in the Borough of Garwood an office to be known as the "Office on Aging."

The Office on Aging shall consist of the following positions:
A. 
Director. There shall be within the Office on Aging the position of Director of the Office on Aging, who shall be known as the "Senior Citizen Director" and which position shall be either a full-time or part-time position as determined by the governing body. The Director shall be appointed by the Mayor with the advice and consent of the Council. Said appointee shall serve at the pleasure of the governing body.
B. 
Bus driver. There shall be within the Office on Aging the position of part-time bus driver. There may be one or more bus drivers, who shall be appointed by the Mayor with the advice and consent of the Council. Said appointee shall serve at the pleasure of the governing body.
C. 
Handyman. There shall be within the Office on Aging the position of part-time handyman. There may be one or more handyman, who shall be appointed by the Mayor with the advice and consent of the Council and upon recommendation from the Borough Administrator. Said appointee shall serve at the pleasure of the governing body.

The Senior Citizen Director of the Office on Aging and all employees of the Office on Aging shall be paid a salary as set forth in the Salary Ordinance in the Borough of Garwood. Salaries are established and regulated based on grant funding received.

The governing body shall designate office space to be utilized by the Office on Aging. Said space shall be maintained by the Borough of Garwood. Hours of said office shall be determined by the Mayor and Borough Council.

The Mayor of the Borough of Garwood shall appoint one member of Council to serve as liaison to the Office on Aging.

The position of Property Maintenance Officer of the Borough of Garwood is hereby created.

The Property Maintenance Officer shall be appointed by the Mayor with the approval of the Council and shall serve at the pleasure of the Council. The Property Maintenance Officer shall be exempt from the residency requirement of N.J.S.A. 40A:60-6.

A. 
The duties of the Property Maintenance Officer shall be as follows:
(1) 
Enforce the Property Maintenance Code contained in Chapter 67 of this Code.
(2) 
Investigate complaints regarding and enforce the terms of the Property Maintenance Code.

Submit monthly reports to the Borough Council, through the Borough Administrator, including, where applicable, enforcement activities undertaken, inspections made, complaints received, dispositions of complaints, and such other matters as the Borough Administrator or the governing body may direct.

B. 
The Property Maintenance Officer shall be directly responsible to the Mayor and Borough Council.

There is hereby created in the Borough of Garwood an office to be known as the "Office of Public Information."

The Office of Public Information shall consist of the Public Information Officer and such other contractor(s), vendors or consultants as may be approved by Mayor and Borough Council.

A. 
The Public Information Officer shall hereafter be appointed by the Mayor with the advice and consent of the Borough Council and shall serve at the pleasure of the Mayor and Council;
B. 
The Public Information Officer may hold, concurrently, one or more other positions within the Borough of Garwood with the approval of the Council, provided that such duties can be performed efficiently and without neglecting the duties of any one office or position.

The Public Information Officer shall be qualified by education, training and experience to discharge the duties and responsibilities of the position.
