Affordable housing development fees — See Ch. 210.
The office of Affordable Housing Liaison/Rehabilitation Coordinator
in and for the Borough of Paramus is hereby created, subject to the
provisions of this chapter.
The Affordable Housing Liaison/Rehabilitation Coordinator shall
be appointed by the Mayor with the advice and consent of the Council.
If the Mayor fails to nominate within 30 days after the office is
created or if the Council fails to confirm any nomination made by
the Mayor and the office has remained vacant for 30 days, in that
event the Council shall appoint the Affordable Housing Liaison/Rehabilitation
Coordinator, with a minimum of three affirmative votes being required
for such purpose, the Mayor to have no vote thereon except in the
case of a tie.
The Affordable Housing Liaison/Rehabilitation Coordinator shall
receive such compensation as shall be fixed, from time to time, by
the general salary ordinance of the Borough of Paramus.
The Affordable Housing Liaison/Rehabilitation Coordinator shall
have successfully completed Council on Affordable Housing Module 1
training for Municipal Housing Liaisons.
A.
The
Affordable Housing Liaison/Rehabilitation Coordinator shall be responsible
for coordinating all of the activities of the municipal government
as it relates to the creation and administration of affordable housing
units in the Borough.
B.
The
Affordable Housing Liaison/Rehabilitation Coordinator shall be responsible
for communicating all activity concerning affordable housing compliance
with the Mayor and Council, Borough Attorney, Borough Planner, all
affordable housing complexes, administrative agents, developers, affordable
housing sponsors, the Paramus Affordable Housing Board, property managers,
property owners, landlords, the New Jersey Department of Community
Affairs, and the public.
C.
The
Affordable Housing Liaison/Rehabilitation Coordinator shall be responsible
for the administration of the Paramus Affordable Housing Rehabilitation
Program and shall be responsible for the coordination of program benefits
and interaction with the public, contractors, and County of Bergen
in the administration of the program.
