Every operator of a vehicle approaching an intersection at which an Official Traffic Control Device is erected in accordance with this chapter shall obey the direction of such Official Traffic Control Device as required by the Wisconsin Statutes incorporated by reference in § 525-1 of this chapter. Operators of vehicles approaching a stop sign shall stop before entering a highway as required by § 346.46, Wis. Stats. Operators approaching intersections at which a yield sign has been installed shall yield the right-of-way to other vehicles as required by § 346.18(6), Wis. Stats.
A. 
State speed limits adopted. The provisions of §§ 346.57, 346.58 and 346.59, Wis. Stats., relating to the maximum and minimum speed of vehicles are hereby adopted as part of this section as if fully set forth herein, except as specified by this section pursuant to § 349.11(3)(c), Wis. Stats., where the Common Council has determined that the statutory speed limits are unreasonable, unsafe and imprudent and has modified such limits.
B. 
Speed limits modified. The speed limits are modified as hereafter set forth in this subsection upon the following streets or portions thereof between the limits designated:

C. 
Emergency vehicles exempted. The speed limits set forth in this section shall not apply to authorized emergency vehicles when operating in emergencies.
In the interest of public safety and pursuant to § 349.07, Wis. Stats., the following streets or portions thereof set forth in this section are declared to be through highways and snow emergency routes, and traffic signs or signals giving notice thereof shall be erected by the Director of Public Works-Utilities in accordance with § 525-3:
A. 
Washington Street from the west City limits.
B. 
Main Street from the south curbline of Washington Street to and including the Wisconsin Southern Railroad Company.
C. 
Highway Street from the Wisconsin Southern Railroad Company to Barstow Street to the Bridge Street Bridge to Vine Street to Lake Street.
D. 
Lake Street from the west City limits to the stop sign at Vine Street.
E. 
Lake Street from Vine Street to the east City limits.
F. 
Clason Street from Lake Street to the north City limits.
G. 
All vehicles proceeding in an easterly direction on Lake Street to Vine Street shall stop at the intersection of Lake Street and Vine Street.
H. 
All vehicles proceeding on Clason Street to Lake Street shall stop at the intersection of Clason Street and Lake Street.
I. 
All vehicles proceeding on Main Street across the intersection of Washington Street to the south shall stop at the intersection of Washington Street. (Vehicles turning onto Washington Street to the west from Main Street need not so stop and a sign shall there be erected reading "stop, except when turning right.")
Pursuant to § 349.10, Wis. Stats., the following streets are heretofore declared to be one-way streets, and no person shall operate any vehicle thereon except in the indicated directions:
A. 
The alley in Block 12 of the Original Plat of the City of Horicon from East to West.
B. 
The alley in Block 17 of the Original Plat of the City of Horicon from West to East.
C. 
East Walnut Street from North Vine Street to Clason Street from West to East.
D. 
The extension of Valley Street into River Bend Park where it becomes a circular drive running from the north to the south in the western lane of the circle and running from the south to the north in the eastern lane of the circle.
E. 
The entrance drive parallel and adjacent to the City Hall on its east side running from south to north and shall be the means of ingress to the parking lot located thereon. The exit drive from said lot parallel and adjacent to the City Hall on its north side shall be a one-way street running from east to west and shall be the means of egress from said parking lot.
F. 
The alley located on the east 14 feet of Lot Three, and the east 14 feet of Lot 10, Block 13, Original Plat (East of John Deere Office, from East Lake Street to East Walnut Street) running from south to north.
G. 
The alley in Block 16 of the Original Plat of Horicon running from east to west.
H. 
Birchcrest Road from its junction from State Trunk Highway 33 to Minerva Street running from north to south.[1]

A. 
Definition. For purposes of this section, "heavy traffic" shall be defined as:
(1) 
All vehicles not operating completely on pneumatic tires; and
(2) 
All vehicles or combination of vehicles, other than motor buses, designed or used for transporting property of any nature and having a gross weight of more than 15,000 pounds.
B. 
Prohibited routes. Heavy traffic is prohibited from using any City street or highway not designated as a heavy traffic route. This section shall not act to prohibit heavy traffic from using a City street or highway for the purpose of obtaining orders for supplies or moving or delivering supplies or commodities to or from any place of business or residence which has an entrance on such street or highway. Furthermore, this section will not act to prohibit heavy traffic from using any City streets over which are routed state trunk highways. When being driven to the site of any construction, repair or maintenance of electric, gas or water service, vehicles owned and operated by a public utility will be exempt from the provisions of this section.
C. 
Administration. The Director of Public Works-Utilities in cooperation with the Police Department shall administer this section. Administration shall include:
(1) 
Posting of signs. Appropriate signs shall be posted giving notice of this section and of the heavy traffic routes established herein. Yellow sign posts may also be used to designate heavy traffic routes.
(2) 
Maps. Heavy traffic routes shall be shown on the Official Traffic Map.
(3) 
Construction equipment. The Director of Public Works-Utilities may grant temporary permits to allow heavy construction equipment to use City streets or highways not designated as heavy traffic routes. These permits may be granted only when use of a nondesignated route is necessary for the equipment to reach a construction site. No permit may be issued unless the person or corporation owning the equipment agrees to reimburse and hold the City harmless for any damage done to the City street by the equipment and/or any personal injury or property damage caused in part or in whole by the street damage. City-owned or operated equipment is specifically excluded from the provisions of this subsection.
D. 
Liability. Any operator, corporation, owner or agent whose heavy traffic vehicle damages any City streets or highways in violating this section shall be liable and required to pay the City the cost of repair or replacement of the damaged street or highway.
E. 
Special and seasonal weight limitations. The Director of Public Works-Utilities shall have the authority to impose special or seasonal weight limits on any highway, bridge or culvert maintained by the City to prevent injury to the roadway or for the safety of the users of such bridge or culvert and shall be responsible for erecting Uniform Traffic Control Devices giving notice thereof in accordance with the proving of § 525-3.
F. 
Heavy traffic routes designated. All streets and alleys within the City are designated Class "B" highways subject to the weight limitations of § 346.16, Wis. Stats., except the following highways or parts thereof within the jurisdiction of the City are hereby designated heavy traffic routes and are excepted from the Class "B" weight limitations:
(1) 
Highway 33 (Lake Street, Barstow Street, Main Street, Washington Street).
(2) 
Hubbard Street as it extends south from East Lake Street to the City limits.
(3) 
Clason Street as it extends north from East Lake Street to the City limits.
(4) 
West Lake Street from Vine Street west to the City limits to include County Highway E to the City limits.
(5) 
St. Helena Road south of Highway 33.
(6) 
Clinton Street between Highway 33 and County Highway E.
(7) 
Michigan Street east of Clinton Street and to the Wisconsin Southern Railroad property.
(8) 
Main Street south of Washington Street.
(9) 
Industrial Drive.
(10) 
Commerce Court.
A. 
Prohibited where posted. No person, while operating a vehicle, shall turn it so as to proceed in the opposite direction at any intersection where there is posted a sign reading "no U-turn" or words to that effect.
B. 
Prohibited on through streets. No person, while operating a vehicle, shall turn it so as to proceed in the opposite direction on any artery for through traffic.
A. 
Complete stops required. It shall be unlawful for any person driving or operating any motor vehicle or other vehicle to drive or cause the same to be driven into an intersection designated and declared as follows to be a stop zone, whether designated as requiring one-way stops, two-way stops, three-way stops, four-way stops or signalized intersections, without first coming to a full and complete stop:

A. 
No person shall use motor vehicle brakes within the City limits of the City of Horicon which are in any way activated or operated by the compression of the engine of any such motor vehicle or any unit or part hereof.
B. 
Any person violating the provisions of this section shall have committed a traffic offense and a penalty shall be imposed as provided in § 525-40.
C. 
The Director of Public Works-Utilities is authorized and directed to post appropriate signs consistent with the provisions of this section.
Within the following described area, passing on the right by motor vehicles shall be prohibited:
A. 
On East Lake Street (State Highway 33), extending both travel directions eastward from the intersection of East Lake Street and Vine Street through the intersection of Finch Street and East Lake Street.
