[HISTORY: Adopted by the Village Board of the Village of Blue Mounds as Ch. 2 of the 2001 Village Code. Amendments noted where applicable.]
A. 
Regular meetings. Regular meetings of the Village Board shall be held on the second Wednesday of each calendar month at 6:30 p.m. Any regular meeting falling on a legal holiday shall be held the next following day that is not a legal holiday at the same hour and place.

B. 
Special meetings. Special meetings of the Board may be called by two Trustees by notifying the Clerk/Treasurer at least 24 hours prior to the time specified for such meeting. The Clerk/Treasurer shall immediately orally notify the Village President of the time and purpose of such meeting. For good cause, special meetings may be held upon two hours' notice. No business shall be transacted at a special meeting except for the purpose stated for said special meeting.
C. 
Place of meetings. All meetings of the Board, including special and adjourned meetings, shall be held in the Village Hall or at a place designated by the Clerk/Treasurer.
D. 
Quorum. A majority of the members elect shall constitute a quorum but a lesser number may adjourn from time to time.
The business of the Village Board shall be conducted in the following order:
A. 
Call to order by presiding officer.
B. 
Roll call. (If a quorum is not present, the meeting shall thereupon adjourn, which may be to a specified date.)
C. 
Reading, correction and approval of minutes of previous meeting.
D. 
Committee reports.
E. 
Unfinished business from previous meeting.
F. 
New business, including introduction of ordinances and resolutions.
G. 
Reports of Village officers.
H. 
Communications and miscellaneous business.
A. 
Control of meeting. The Village President shall preserve order and conduct the proceedings of the meeting. A member may appeal from the decision of the presiding officer. Such appeal is not debatable and must be sustained by a majority of the members present, exclusive of the presiding officer.
B. 
Absence of President. If the President is absent at any meeting, the Clerk/Treasurer shall call the meeting to order and preside until the Board selects a Trustee to preside for that meeting.
C. 
Participation in debate. The presiding officer may speak upon any question or make any motion if he vacates the chair and designates a Trustee to preside temporarily.

A. 
Committee of the whole; standing and special committees. The Village Board shall act as a committee of the whole on any and all matters required for the operation of the Village. In addition to the "committee of the whole," the Village may create standing, special and such other committees as deemed necessary and prudent by the Village Board. Standing committees shall be created by Village ordinance. Special committees may be created by resolution of the Village Board specifying the purpose and duration of the special committee. The Village President shall appoint all members of special committees and designate the chairperson of special committees. All committee appointments shall be subject to confirmation by a majority vote of the Village Board. Per diems, if any, for attendance at committee meetings shall be determined by resolution of the Village Board. Each committee shall give proper notice of its meetings and keep minutes and records as required by Wisconsin's Open Meetings and Open Records laws.[1]

B. 
Committee reports. The Village Board, when acting as a committee of the whole, shall make regular reports on all matters referred to or before it. The chairperson of each committee shall make regular reports to the Village Board. Minutes of committee meetings shall generally serve as a sufficient report.
C. 
Standing committees. Standing committees are established to assist with governance of the Village on an ongoing basis. The purpose and scope of authority and composition for each standing committee is set forth below. The members shall be appointed by the Village President, subject to confirmation by the Village Board, at the general meeting in April or as soon thereafter as practicable. The appointee's term on the committee shall begin immediately thereafter and shall expire when the Village Board member's term of office expires. Standing committees shall meet monthly, as needed, or as directed by the chairperson. Regular or special meetings may be called by the chairperson or by written request of the other two committee members. The Village's standing committees are as follows:
(1) 
Public Safety and Administrative Committee. The Public Safety and Administrative Committee is a two-member committee, consisting of two Village Board members for the duration of their term. The purpose of the Public Safety and Administrative Committee is to review and recommend to the Village Board any necessary policies relating to the operation, management, financing, staffing and improvement of the Village Police Department, the Administrative Office, and the Village Building Inspectors. The Public Safety and Administrative Committee shall oversee, implement and monitor the budget for the Police Department, Administrative Office, and Building Inspectors, including overtime expenses, regular staffing decisions, equipment expenses and purchase decisions. The Committee will complete employee performance evaluations of the Police Chief, administrative personnel and building inspectors and make recommendations to the Village Board regarding salary and/or benefit modifications for those employees. The Police Chief shall complete employee performance evaluations for all police officers and Police Department administrative staff and make recommendations to the Village Board regarding salary and/or benefit modifications for police officers and Police Department administrative staff.
(2) 
Public Works Committee. The Public Works Committee is a two-member committee, consisting of two Village Board members for the duration of their term. The purpose of the Public Works Committee is to review and recommend to the Village Board any policies regarding the operation, management, financing, staffing and improvement of the Village Department of Public Works. This includes operation of the public water system and the public wastewater system, as well as public street projects and related public works. The Public Works Committee will oversee, implement and monitor the budget for this department, including overtime expenses, regular staffing decisions, equipment expenses and purchase decisions. This Committee will also complete employee performance evaluations and make recommendations to the Village Board regarding salary and/or benefit modifications, for employees of the Village's Department of Public Works.
(3) 
Park and Recreation Committee. The Park and Recreation Committee is a five-member committee consisting of two Village Board members for the duration of their term and three citizen members who shall serve a three-year term beginning May 1 and staggered so that not more than two appointments are made annually.[2]

(4) 
Economic Development Commission. The Economic Development Commission has been repealed and is no longer a standing committee.

(5) 
Plan Commission. The Plan Commission shall have seven members and shall be composed as follows: The Village President shall be the chairperson; one member shall be a Trustee; and five members shall be citizens/residents. Citizen/resident terms shall be two years. One citizen member may or may not be a Village resident.

(6) 
Zoning Board of Appeals. The Board shall consist of five members, with the first appointee serving a one-year term, two members serving a two-year term and three members serving a three-year term.
(7) 
Board of Review. The Board of Review is made up of six members. One member shall be the Village President. Another member is the Village Clerk/Treasurer. The remaining four members are Village residents and shall serve for a term of three years.
(8) 
Historical Preservation Committee. The Historical Preservation Committee has been repealed and is no longer a standing committee.

(9) 
Fire District Representative. This member has an indefinite term. It can be a Village Board member, employee or resident.
(10) 
Civil Defense Director. This member has an indefinite term. It can be a Village Board member or an employee.
D. 
Police Disciplinary Committee. The Police Disciplinary Committee is no longer a standing committee. Should it need to be convened the procedure set forth in § 61.65(1)(am), Wis. Stats., will be followed.

E. 
Park and Recreation Committee.
(1) 
Creation. A Park and Recreation Committee is hereby created which shall have the powers and duties set forth herein.
(2) 
Purpose. The purpose of the Park and Recreation Committee shall be acquiring, governing, managing, controlling, improving and caring for all public parks, parkways, conservancy areas and recreation programs in the Village. Additional powers and functions may be established by directive of the Village Board.
(3) 
Park and Recreation Committee composition. The Park and Recreation Committee shall consist of two trustees, and three citizens, all of whom may vote. The Village President and Recreation Director (if any) and/or their designees, shall be ex officio nonvoting members of this Committee. At the first meeting after confirmation of appointments by the Village Board, the voting members shall elect one member to serve as Chairperson until his or her successor is elected. "Nomination and Election of Committee Chairperson" shall be placed on the agenda annually. There is no limit on the number of terms that the same person may serve as Chairperson of the Committee.
(4) 
Appointment; term of office.
(a) 
Trustee members. The trustee members shall be appointed by the Village President, subject to confirmation by the Village Board, at the general meeting in April or as soon thereafter as practicable. The appointee's term on the Committee shall begin immediately thereafter and shall expire when the trustee's term of office expires.
(b) 
Citizen members. The three citizen members shall be appointed by the Village President, subject to confirmation by the Village Board, at the general meeting in April or as soon thereafter as practicable. Citizen appointments shall begin on the later of May 1 or the date of appointment and shall expire on May 1 of the third year following appointment. The terms of the citizen members shall be staggered so that not more than two such regular appointments are made annually.
(5) 
Duties and responsibilities. The Park and Recreation Committee shall have the following duties and responsibilities, which shall be advisory except as otherwise provided:
(a) 
To review and recommend to the Village Board policies necessary for the governance of the Village parks and recreation facilities and programs which shall take into consideration and attempt to provide for the social, physical and cultural well-being of the citizens of the Village.
(b) 
To review and recommend to the Village Board all budgetary, revenue and expenditure proposals, relating to park and recreation facilities and programs. The Committee shall submit to the Village Board by October 1 of each year, a proposed program and budget for the ensuing calendar year. The Committee shall not contract any liability in excess of the budget appropriated unless specifically authorized by the Village Board. All monies received for the purposes of the Committee, whether from the general fund or from approved donations, or from such reasonable fees as may be charged for activities, shall be paid over to the Village Clerk/Treasurer and be disbursed by orders of the Village Clerk/Treasurer to pay accounts or bills that have been audited and allowed by the Committee and presented to the Clerk/Treasurer.
(c) 
To review and recommend to the Village Board rules and regulations for the effective management of the Village parks and recreation facilities and programs.
(d) 
To perform such duties and have such responsibilities as the Village Board shall from time to time, by ordinance, resolution or by law direct.
(e) 
To perform the duties of the Village Tree Board, as set forth in Chapter 333, Article II, of the Code of the Village of Blue Mounds.[3]

(6) 
Meetings. The Committee shall meet monthly, as needed, or as directed by the Chairperson.
(7) 
Reports. In addition to regular reports, the Committee shall transmit to the Village Board prior to September 1 of each year, an annual written report of its transactions and activities, an inventory of the Village's park and recreation property and an itemized accounting of all receipts and expenditures.
Ordinances, resolutions, bylaws, communications and other matters submitted to the Board shall be read by title and author and be considered by the committee of the whole or be referred to the appropriate committee by the President. No ordinance, resolution or bylaw shall be considered unless presented in writing by a Trustee. Unless requested by a Trustee before final vote is taken, no ordinance, resolution or bylaw need be read in full.
The deliberations of the Board shall be conducted in accordance with the parliamentary rules contained in Robert's Rules of Order Revised (1951), as amended, which is hereby incorporated in this section by reference. No person other than a member shall address the Board except by majority vote of the members present. No ordinance, resolution or other motion shall be discussed or acted upon unless it has been seconded. No motion shall be withdrawn or amended without the consent of the person making the same and the person seconding it.
These rules or any part thereof may be temporarily suspended in connection with any matter under consideration by a recorded vote of two-thirds of the members present.
