The Mayor is hereby authorized and empowered, when instructed by vote of the Council so to do, to borrow in the name of the City and upon the responsibility of the Fourth or Fifth Taxing District, as the case may be, from time to time, such sum or sums of money as may be necessary for the purpose of paying the running expenses of the City in anticipation of taxes and to make, execute and deliver, in the name of the city, promissory notes or other evidences of indebtedness, for the purpose aforesaid, and such notes or other evidences of debt shall be countersigned by the Committee on Finance.
The Committee on Finance is hereby authorized and directed to negotiate and arrange for all loans provided for in the preceding section.
