[Adopted 4-26-1993 (Ch. XXX, Art. 4, of the 1975 Code)]
There is hereby established, pursuant to the authority of C.G.S.
§ 7-148(c)(2)(K), a special fund to be known as the "Special
Youth Services Round Fund" (the "fund"), which shall be available
to the Commission on Youth Services (the "Commission") to conduct
or sponsor programs, services and activities for the youth in East
Granby.
The fund shall not lapse at the end of any fiscal year.
The Commission shall insure that procedures are in place pursuant
to which all revenues from any programs, services or activities conducted
or sponsored by it are regularly accounted for and delivered to the
Treasurer for deposit to the fund. The Treasurer shall also deposit
to the fund any sums regularly appropriated thereto and any gifts
or grants specifically intended by the donor or grantor to be deposited
therein.
Disbursement from the fund shall be made by the Treasurer upon
the authorization or voucher of the Youth Services Coordinator or
the Chairperson of the Commission and shall not require prior appropriation.
Administration of, accounting for, control over and auditing
of the fund shall be subject to the oversight of the Boards of Selectmen
and Finance.
