There is established a Commission on Aging of the Town, consisting of nine members appointed by the Board of Selectmen, each member to serve without compensation for a term of three years, except that upon the initial appointment of said Commission, the Board of Selectmen shall designate three to serve for one year, three to serve for two years, and three to serve for three years.
The powers, duties and functions of the Commission on Aging shall be exercised under the supervision of the Board of Selectmen and shall include the following:
A. 
To appraise, plan, develop and coordinate services and programs for the aging and aged in East Granby, including but not limited to services and programs relating to health, welfare, education, recreation and transportation, and without regard to whether such services and programs are governmental or are sponsored by private agencies such as service and civic clubs and church groups;
B. 
To apply for, receive and administer funds and grants from the state, federal government or any other source for such services and programs;
C. 
To disseminate to and among the aging and aged in East Granby information of special interest to them;
D. 
To advocate the interests of the aging and aged in East Granby before all other Town officials, boards, commissions and agencies.
In carrying out its duties, the Commission on Aging shall elect from within its membership a Chairman and such other officers as it may deem convenient; it may promulgate bylaws for its proceedings consistent with this chapter; it may from time to time appoint consultants or committees either from within or without its own membership and, subject to generally applicable budget limitations and requirements, it may employ staff, enter into contracts and provide facilities.
