The Borough Council of the Borough of Sellersville hereby signifies its intention and desire to organize an Authority jointly with West Rockhill Township, Bucks County, Pennsylvania, under the provisions of the Municipality Authorities Act of 1945, as amended.[1]

The President and Manager/Secretary of the Borough Council are hereby authorized and directed to execute, on behalf of the Borough of Sellersville, the Articles of Incorporation for said Authority in substantially the following form.[1]

The Manager/Secretary of the Borough Council, acting with the appropriate officers of the Borough of Sellersville, is further directed to cause a notice of the substance of this article, including the substance of the above Articles of Incorporation and of the proposed filing of the above Articles, to be published once in a newspaper published and of general circulation in the County of Bucks and once in the Bucks County Law Reporter, as required by the Municipality Authorities Act of 1945, as amended.[1]

The Manager/Secretary of the Borough Council, acting with the appropriate officers of the Borough of Sellersville, is directed to file said Articles of Incorporation, together with necessary proofs of publication, with the Manager/Secretary of the commonwealth and to do all other acts and things necessary or appropriate to effect the incorporation of the West Rockhill-Sellersville Joint Recreation Authority, including the payment of any filing fees in connection therewith.
The initial project to be undertaken by said authority is to acquire, hold, construct, improve, maintain, operate, own or lease, either in the capacity of lessor or lessee, a recreation area, including within such recreation area a swimming pool, parking facilities and other recreation facilities that may be necessary or desirable, for West Rockhill Township and the Borough of Sellersville and for such other territory as it may be authorized to serve.
The following named persons be and they hereby are appointed as members of the first Board of the Authority, whose terms of office shall commence on the date of appointment and shall be computed from January 1 next succeeding the date of incorporation.
A. 
Robert E. Brown; address: Wert Avenue, Sellersville, Pennsylvania; term of office: one year.
B. 
Fred M. Yoder; address: 519 Lawn Avenue, Sellersville, Pennsylvania; term of office: three years.
C. 
Norman Porter; address: 159 Lawn Avenue, Sellersville, Pennsylvania; term of office: five years.

The project which shall first be undertaken by the Authority is to acquire, hold, construct, improve, maintain, operate, own or lease, either as lessor or as lessee, a wastewater treatment plant and related facilities for the transportation, treatment and disposal of sanitary sewage for the Boroughs of Perkasie and Sellersville and for such other territory as it may be authorized to serve.
