There shall be a Department of Code Enforcement, which shall
be composed of the Divisions of:
A.
The Department shall be responsible for the administration of the
entire building permit process and inspection procedure to provide
an orderly transition from a building permit application to the issuance
of a certificate of occupancy. The entire procedure shall be accomplished
with the coordination and cooperation of the applicable divisions
of this Department and other departments involved in building construction.

The Division of Zoning Enforcement shall be responsible as described in Chapter 118 (Zoning) of the Code of the City of Norwalk.
(2)
The Division of Building Inspection shall be responsible as described in Chapter 26 (Building Code).
(4)
The Division of Code Coordination shall be responsible to review,
process and expedite applications for building permits.
B.
The Department shall be responsible for the administration of complaints
and violations of the codes, regulations and requirements of the Zoning
Regulations, the Building Code and the Conservation Commission.
C.
The Department shall be responsible for the administration of the
Code Enforcement Committee. This Committee shall consist of representatives
of all departments involved in the building permit process.
A.
The head of the Department of Code Enforcement shall be the Director
of Code Enforcement, who shall be in charge of and responsible for
the operation of the Department carrying out its functions and duties
as set forth in this chapter. The Director shall also serve as the
Chief Building Official. He shall be appointed by the Mayor, subject
to confirmation by the Common Council, for a term of four years and
may, at the beginning of a term, be made subject to a probationary
period of service, after which time he may be removed during the term
only for just cause and in accordance with the provisions of Section
29-260 of the Connecticut General Statutes.

B.
The Director of Code Enforcement shall have a bachelor's degree
in architecture or civil engineering, with five years' experience
in a responsible capacity with the building construction industry.
In lieu of this requirement, a registered architect or professional
engineer licensed in the State of Connecticut or a building official
licensed in the State of Connecticut with at least five years experience
in any Connecticut building department will be acceptable. His compensation
shall be fixed by ordinance. He shall not, without express consent
of the Mayor and approval of the Common Council, engage in any business
or hold any office, public or private, for which a salary or emolument
is paid.

C.
The Director shall recommend such personnel positions as are required
to carry out the duties and responsibilities assigned to the Department
pursuant to this ordinance. The duties and responsibilities of such
personnel positions shall be set forth in written job descriptions,
approved by the Common Council, and shall be further subject to such
other approval of the Board of Estimate and Taxation as may be required
by law. The Director may appoint and may remove assistants and employees
of the Department in accordance with city policies and procedures.
The Director may transfer temporarily any employee of a division of
the Department to another division thereof to meet seasonal or other
temporary demands for clerical and other types of assistance. The
Director may designate amongst the heads of the divisions above-mentioned
an Assistant Director of Code Enforcement, who, during the Director's
temporary incapacity or absence, shall have all the powers and duties
herein conferred or imposed upon the Director of Code Enforcement.
The Mayor shall have the authority to make temporary reassignments
of the Department employees to duties in other city departments during
seasonal periods when the Department work load shall warrant such
reassignment.
D.
The Director shall act as Chairman of the Code Enforcement Committee
or he may designate a staff member of the Department of Code Enforcement
to act as Chairman.
E.
In the temporary absence of the Zoning Enforcement Officer, Environmental
Officer or Code Coordinator, or where other temporary demands occur,
the Director may act in their behalf as required.

Building Official, assistants and clerical staff as required.
