There is hereby created the Norwalk Housing Partnership, whose members shall be appointed by the Mayor with the approval of the Common Council. The total membership of the Norwalk Housing Partnership shall not exceed 15 in number and shall consist of the following:
A. 
The chief elected official of Norwalk.
B. 
Two representatives of the Common Council.
C. 
Representatives of the Planning Commission, Conservation Commission, Zoning Commission, Housing Authority and Redevelopment Agency, as the local community development agency, not to exceed five in number.
D. 
Representatives of the Norwalk area business community, such as local bankers, realtors and developers, not to exceed two in number.
E. 
Representatives of local public interest groups, such as housing advocates, members of the clergy, members of Norwalk area civic groups and representatives of local non-profit corporations, not to exceed two in number.
F. 
Representatives of local urban planning, land use and/or housing professionals, not to exceed two in number.
G. 
Former members of the Norwalk Housing Partnership who, by reason of their departure from one of the above listed organizations, no longer have a basis for appointment, or other interested Norwalk citizens not to exceed two in number.
H. 
Effective upon passage of this section, all new appointees shall serve for terms of four years.
In order to receive initial designation under the Connecticut Housing Partnership Program, the City of Norwalk shall:
A. 
Submit evidence to the Commissioner of Housing that the Norwalk Housing Partnership has been formed in accordance with Public Act 88-305.
B. 
Submit evidence to the Commissioner of Housing that sufficient local resources have been committed to the Norwalk Housing Partnership.
In order to receive development designation under the Connecticut Housing Partnership Program, the City of Norwalk shall:
A. 
Examine and identify housing needs and opportunities in the community.
B. 
Explore the availability of any state, municipal or other land that is suitable for the development of affordable housing.
C. 
Review applicable zoning regulations to determine whether such regulations reflect an appropriate balance between the various objectives of the community, including the development of affordable housing.
D. 
Identify any desirable changes to such regulations.
E. 
Establish priorities and develop a long-range plan to meet identified housing needs in the community consistent with regional housing needs.
F. 
Present the long-range housing plan to the Common Council for adoption to be used as a guideline in developing the city's response to the identified housing needs.
G. 
Review and comment on all publicly assisted housing development, housing programs, housing regulations and ordinances to ensure consistency with the long-range housing plan.
H. 
Establish procedures for the development of a written proposal to achieve such priorities in accordance with said plan.
I. 
Start an activity, development or project designed to create additional affordable housing in Norwalk.
This chapter shall not be construed so as to conflict with any state or federal statute, rule or regulation.
No person shall have the right to expend any public funds of the municipality in carrying out any Partnership activities authorized by this chapter without prior approval of the legislative body, nor shall any person have any right to bind the municipality by contract or agreement, or otherwise, without prior and specific approval of the legislative body.
