There is established a Norwalk Public Library Board, which shall make rules and regulations for the government of the Norwalk Public Library, branch libraries and reading rooms, and shall have the care and supervision of the grounds, rooms or buildings constructed, leased, given or set apart to the Norwalk Public Library for library purposes. Said Board shall consist of nine members, five of whom shall be appointed by the Mayor with the approval of the Common Council, two of whom shall be appointed by the Commissioners of the First Taxing District and two of whom shall be appointed by the Commissioners of the Second Taxing District. Said Board shall annually prepare a budget, advisory in nature, for submission to the Board of Estimate of the City of Norwalk.
A. 
The Mayor shall appoint to said Board, subject to Council approval as aforesaid, three members for a term of three years beginning January 1, 1971, and two members for a term of two years beginning January 1, 1971, and the Commissioners of the First Taxing District shall appoint one member for a term ending December 31, 1976, and one member for a term ending December 31, 1975, and the Commissioners of the Second Taxing District shall appoint one member for a term ending December 31, 1976, and one member for a term ending December 31, 1975. Thereafter, in any year in which the terms of five members of said Board shall expire, the Mayor shall name, with the approval of the Common Council, three members, and the Commissioners of the First Taxing District one member and the Commissioners of the Second Taxing District one member, all for a term of three years; and in any year in which the terms of four members of such Board shall expire, the Mayor shall name two members and the Commissioners of the First Taxing District one member and the Commissioners of the Second Taxing District one member, all for a term of three years.

B. 
The Mayor shall submit to the Common Council of the City of Norwalk his nomination of members prior to the regular meeting of said Common Council next preceding the expiration of the terms of the incumbent members of said Board.

A. 
The Norwalk Public Library Board shall assume its duties and responsibilities effective October 13, 1970.
B. 
The members of the Board, appointed on October 13, 1970, shall commence their duties as of that date. However, for purposes of the ordinance enacted on October 13, 1970, the terms of office for each of the Board members shall date from January 1, 1971, and shall expire on January 1, 1973, or January 1, 1974, as the case may be, depending upon the term for which the Board member was appointed.

This ordinance and any amendments thereto shall take effect upon passage by the Common Council and ratification by the Commissioners and/or electors of the First and Second Taxing Districts.
