The City Council, by a vote of two-thirds of all of its members,
may authorize a conveyance or transfer of unencumbered City property
owned by it in its private or proprietary capacity, real or personal,
to the United States, the commonwealth or any other governmental entity
for any public purpose, regardless of the method or means by which
same was acquired by the City, with or without monetary consideration,
as it deems to be in the best interests of such City.

An order shall be presented to the City Council authorizing
and empowering the Mayor to execute and deliver an appropriate instrument
conveying or transferring title to the property involved to the United
States, the commonwealth or any other governmental entity with an
exact copy thereof attached to such order and incorporated therein
by reference.
