Unless the context specifically indicates otherwise, the meaning
of terms used in Part 6 shall be as follows:
JUNK
Any material considered detrimental to the health, cleanliness,
beauty or safety of the Borough.
PERSON
Includes every person, firm, partnership, association or
corporation.
VEHICLE or MOTOR VEHICLE
Includes one or more motor vehicles, including trailers or
semitrailers and parts thereof, tractors and motorcycles.

No person shall park or store a vehicle upon any street, highway
or alley of the Borough of Mechanicsburg for the purpose of repairing,
assembling or disassembling such vehicle except for repairs necessitated
by an emergency.

No person shall park or store any abandoned, wrecked or junked
vehicle or parts thereof on any street, highway, or alley in the Borough
of Mechanicsburg.

No person shall park or store any abandoned junked vehicle or
parts thereof on any public or private grounds within the Borough
of Mechanicsburg.

With the exception of motor vehicles regularly used for transportation
by the owner or occupant of private grounds within the Borough of
Mechanicsburg, no abandoned or junked motor vehicle shall be stored
on said premises unless the keeping or storage of the same has been
approved by the Chief of Police of the Borough of Mechanicsburg.

When the Chief of Police is satisfied that the keeping of such
motor vehicle on private premises does not or will not adversely affect
the health, safety, morals, general welfare, cleanliness and comfort
of the Borough and inhabitants thereof, a permit to keep a motor vehicle
for such period of time as is deemed necessary but in no event for
a period longer than 90 days after the issuance thereof shall be issued.
Such permit shall be subject to suspension whenever the holder thereof
shall be convicted of any violation of this chapter or shall have
violated any condition set forth in said permit or shall have kept
and used the said motor vehicle in any way different than that set
forth in the application of the permit to keep the said vehicle.

No permit issued under this Part 6 shall be transferable to
any other person.

Prior to the expiration of any permit issued under this Part
6, the holder thereof may apply for two renewals thereof; such application
shall meet the requirements of the original application except that
it shall be designated "Renewal Application" and accompanied by a
fee of $25.

In the event that the owner or owners of the premises and title
owner or owners of the motor vehicle shall be different persons, they
shall be equally responsible to see that this Part 6 is complied with.

Any person in violation of any provisions of this Part 6 shall
be given 10 days' written notice to remove the vehicle or abate the
nuisance.

Any person violating any provision of this Part 6, or aiding,
abetting or assisting in the violation of its provisions, shall, upon
summary conviction thereof, be sentenced to pay a fine not exceeding
$300 together with costs of prosecution. Each 10 days that prohibited
conditions are maintained shall constitute a separate offense.

In addition to the fines and penalties above provided, should
any owner or occupier of private grounds fail to remove any motor
vehicle illegally parked or stored under the provisions of this Part
6 within 10 days of receipt of written notice to remove vehicle, then
and in that event, the Chief of Police of the Borough of Mechanicsburg
shall cause the said vehicle to be removed, and collect he cost thereof,
together with a penalty of 10% of such cost, from the owner and/or
occupier of such private grounds in the manner provided by law for
the collection of municipal claims, or by action of assumpsit, or
seek relief by bill in equity.

In case of unclaimed or unidentified vehicles, the Borough may
dispose of same after proper clearance of the Mechanicsburg Borough
Police Department.

All persons who, at the date of the adoption of this Part
6, are in violation thereof shall be given written notice allowing 20 days to conform with provisions of this Part.
