A.
The City of Washington may, and by this article is hereby authorized
to, take all necessary action, including the filing of Articles of
Incorporation and otherwise, in order to establish and create a parking
authority pursuant to applicable law, including the Parking Authority
Law, as aforesaid.[1]

B.
The City of Washington shall cause notices of this article to be
published in accordance with the Parking Authority Law, as aforesaid.
The authority shall constitute a public body corporate and politic,
exercising public powers of the commonwealth as an agency of the commonwealth
and shall be known as the "Parking Authority of the City of Washington,
Pennsylvania."
The Parking Authority of the City of Washington shall not be
deemed to be an instrumentality of the City of Washington.
The Authority shall exist for the purposes set forth in 53 Pa.C.S.A.
§ 5505 et seq., and other applicable laws, as amended hereinafter
from time to time.
The Authority shall have all the powers necessary or convenient
for the carrying out of the purposes under the Parking Authority Law,
53 Pa.C.S.A. § 5505 et seq.
The Authority shall be governed by a board composed of five
members who shall be appointed and replaced pursuant to the Parking
Authority Law, as aforesaid.
A.
The Authority may have an existence for a term of up to 50 years
as a corporation, which term may be extended by the adoption of an
ordinance by the City of Washington.
B.
The Mayor of the City of Washington and the City Solicitors are hereby
authorized to execute and file any necessary documentation in order
to effectuate the creation of the Parking Authority, as aforesaid.
