Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this Part for any person to park a vehicle or allow it to remain parked otherwise.

It shall be unlawful for any person to park, or to allow to remain parked, on any of the following streets or parts of streets, any vehicle as follows:
A. 
No commercial motor vehicle under the Vehicle Code of the Commonwealth of Pennsylvania and no trailer or semitrailer shall be parked or left standing on any of the streets or alleys of this Borough except while actually engaged in loading or unloading.

1. 
When a motor vehicle bearing a handicapped or severely disabled veteran plate or displaying a handicapped or severely disabled veteran parking placard as prescribed by the Vehicle Code, Act of June 17, 1976, P.L. 162, No. 81, § 1, as amended, and the regulations adopted by the Pennsylvania Department of Transportation in relation thereto, is being operated by or for the transportation of the handicapped person or severely disabled veteran, the driver shall be relieved of any liability for parking for a period of 60 minutes in excess of the legal parking period permitted by the Borough of Burnham, except where local ordinances or police regulations provide for accommodation of heavy traffic during morning, afternoon or evening hours.

At the request of any handicapped person or severely disabled veteran, the Borough of Burnham may erect on the highway as close as possible to their residence a sign or signs indicating that place is reserved for the handicapped person or severely disabled veteran, that no parking is allowed there by others, and that any unauthorized person parking there shall be subject to a fine.
3. 
Except for persons parking vehicles lawfully bearing a handicapped or severely disabled veteran registration plate or displaying a handicapped or severely disabled veteran parking placard when such vehicles are being operated by or for the transportation of a handicapped person or severely disabled veteran, no person shall park a vehicle on public or private property reserved for a handicapped person or severely disabled veteran which property has been so posted in accordance with Departmental regulations of the Pennsylvania Department of Transportation, as amended from time to time, and which regulations are incorporated herein by reference.
4. 
An operator of a vehicle bearing a handicapped or severely disabled veteran plate or displaying a handicapped or severely disabled veteran parking placard shall not make use of the parking privileges accorded to handicapped persons or severely disabled veterans under Subsection 3, above, unless the operator is handicapped or is a severely disabled veteran or unless the vehicle is being operated for the transportation of a handicapped person or a severely disabled veteran.

The following are established as special purpose parking zones, and it shall be unlawful for any person to park a vehicle or to allow it to remain parked, in any such zone, except as specifically provided for that zone:

It shall be unlawful for any person to stop, stand or park a vehicle (other than a pedalcycle) on the roadway side of any vehicle stopped or parked at the edge or curb of any street, except that standing or parking for the purpose of loading or unloading persons or property shall be permitted on the following named streets on Monday through Saturday, between the hours of 9:00 a.m. and 11:30 a.m. and between the hours of 1:30 p.m. and 4:00 p.m., and for no longer than necessary for the loading or unloading.

Only angle parking shall be permitted on the following portions of streets:

On all streets where angle parking is required, every vehicle parked at the angle shall be parked with its front nearest the curb.

Except when necessary to avoid conflict with other traffic or to protect the safety of any person or vehicle, or in compliance with law or the direction of a police officer, no person shall:
A. 
Stop, stand or park a vehicle:
(1) 
On a sidewalk.
(2) 
Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic.
(3) 
On any railroad tracks.
(4) 
At any place where official signs prohibit stopping.
B. 
Stand or park a vehicle:
(1) 
In front of a public or private driveway.
(2) 
Within 30 feet upon the approach to any flashing signal, stop sign, yield sign or traffic control signal located at the site of a roadway.
(3) 
Within 15 feet of a fire hydrant.
(4) 
At any place where official signs prohibit same; and the Borough Council, by the adoption of a resolution authorizing the erection thereof, is hereby authorized to erect official signs where standing or parking would constitute a safety hazard or where the standing or parking of vehicles unduly interferes with the free movement of traffic.
C. 
Park a vehicle:
(1) 
At any place where official signs prohibit parking.
(2) 
At any place where official signs indicate that parking is prohibited on certain days and times because of scheduled street sweeping and maintenance.

1. 
Every vehicle which is standing or parked on a two-way highway, road or street shall be positioned parallel to either the curb or the edge of the highway, road or street and, in all cases, in the direction of authorized traffic movement. The vehicle shall be parked such that the right-hand wheels are within six inches of the right-hand curb. Or in the absence of a curb, the vehicle shall be parked such that the left-hand wheels are at least six inches from the edge of the highway, road or street.
2. 
Every vehicle which is standing or parked on a one-way highway, road or street shall be positioned parallel to the curb or edge of the highway, road or street in the direction of authorized traffic movement. Said vehicle shall be parked so that its wheels are within six inches from the curb, or in the absence of a curb, as close as practicable to the shoulder of the road.

1. 
Any person who violates any provision of this Part shall, upon conviction, be sentenced to pay a fine of not more than $15 and costs.
2. 
Any person who violates the provisions of Chapter 15, Part 4, General Parking Regulations, § 405.3 or Chapter 15, Part 4, General Parking Regulations, § 405.4 shall, upon conviction, be sentenced to pay a fine of not more than $50 and costs.
3. 
It shall be the duty of the police officers and of parking enforcement personnel of the Borough to report to the appropriate official all violations of any provision of this Part, indicating, in each case, the Section violated, the license number of the vehicle involved in the violation, the location where the violation took place, and any other factors that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this Part.
