A.
The Township Committee of the Township of Franklin does herein decide and find that the Pinelands forests are an important cultural, ecological, scenic and economic resource. Proper management of this resource will ensure its maintenance and result in greater economic returns on the harvested timber. The current yield of timber in the Pinelands Area is below the region's potential because of wildfire, excessive cutting and improper management.
B.
The Pinelands Area must be preserved, protected, enhanced and maintained. A forestry program is intended to meet these objectives by providing opportunities for the continuing uses of the region's forest resources which are compatible with the maintenance of the Pinelands Area environment. This will be accomplished by ensuring proper management of the forests through the application of sound management practices.
