It shall be unlawful for anyone to intentionally destroy, deface, shoot, or damage any portion of the Sidney Paul Gordon Shooting Range, other than those areas where designated by custom or sign.
A. 
It is declared that this article may be enforced by prosecution for violations in any court of competent jurisdiction of the County.
B. 
Penalties for violations of this article shall not exceed a fine of $300 or imprisonment for 90 days, or both the fine and imprisonment.
It is directed that the County Manager implement, with the input of the Sidney Paul Gordon Shooting Range Committee, rules of procedure for the conduct of patrons, visitors, and other persons who enter and remain on the premises of the Sidney Paul Gordon Shooting Range.

In order to provide for the emergency management of the County of Otero and, further, in order to provide for and protect the health, safety, security and general welfare of Otero County and its inhabitants, it is therefore ordained by the Board of County Commissioners that no law, rule, regulation, and or ordinance infringing on, regulating or otherwise affecting the right of the citizens to bear arms of their choice shall be enacted, imposed or ordained in Otero County.
