No person shall place, throw or deposit paper, shavings, refuse or any other subject of litter in or upon any gutter, street, sidewalk, mall or other public place within the Village of Lancaster, except in such authorized public or private receptacles for the collection of same as may be made available. Persons placing litter in such receptacles shall do so in such a manner as to prevent it from being carried away or deposited by the elements upon any gutter, street, sidewalk, mall or other public place or upon private property.
The owner or occupant of any private property abutting a gutter, street, sidewalk, mall or other public place within the Village shall keep such gutter, street, sidewalk, mall or other public place free of any and all paper, shavings, refuse or any other subject of litter.
No person shall place, throw or deposit paper, shavings, refuse or any other subject of litter from any vehicle upon any property, public or private, within the Village; nor shall any person drive or operate any truck or other vehicle within the Village unless such vehicle is so constructed and maintained as to prevent the depositing of any such paper, shavings, refuse or any other subject of litter upon any public or private property within the Village. No person shall drive or operate any vehicle within the Village unless the tires of such vehicle shall be free of any and all dirt, mud, stones or other sticky or foreign matter.
No person, firm or corporation shall allow, suffer or permit the depositing or accumulation of paper, shavings, refuse or other subject of litter upon any property owned or occupied by any such person, firm or corporation unless such paper, shavings, refuse or any other subject of litter shall be contained in authorized private receptacles for the collection of the same by the Village.

No person shall place, throw or deposit any handbills or newspapers in or upon any gutter, street, sidewalk, mall or other public place within the Village or upon any vacant private property. Any and all such handbills or newspapers legally delivered to private property shall be so secured upon delivery as to prevent the same from being carried or deposited by the elements upon any other property, whether the same be public or private.

Any person committing an offense against any provision of this chapter shall, upon conviction thereof, be punishable as provided in Chapter 1, General Provisions, Article II, Penalties for Offenses, of the Code of the Village of Lancaster.

No person shall spill, place or deposit upon the sidewalk or the pavement of any street in the Village any oil, grease or other substance which tends to disintegrate the pavement or is otherwise dangerous for animals, vehicles or persons. All vehicles which contain or carry any such oil, grease or other substance in or upon the paved streets of the Village shall be equipped with dripping pans or other suitable device to prevent the dripping of such oil, grease or other substance upon said streets or sidewalks.
It shall be unlawful for any person as owner, driver, manager or conductor of any vehicle or of any receptacle, to scatter, drop or spill, or permit to be scattered, dropped or spilled, any dirt, sand, gravel, clay, loam, stone, building rubbish, hay, straw, grain, sawdust, shavings or other materials of any sort or manufacturing, trade or household wastes, refuse of any sort, ashes, manure, garbage, other organic refuse or offensive matter therefrom or to permit the same to be blown off by the wind, in or upon any street, sidewalk, alley or other public place in the Village of Lancaster.
