All public buildings and lands in the Township of Eagleswood,
County of Ocean and State of New Jersey, shall be open only from commencement
of daylight until 10:00 p.m. Any utilization or passage on Township
buildings and lands between the hours of 10:00 p.m. and daylight shall
constitute a violation of this article.
Possession, use or consumption of alcoholic beverages and/or
controlled dangerous substances as defined by the statutes of the
State of New Jersey shall be prohibited at all times upon public buildings
and lands within the Township of Eagleswood, County of Ocean.
Use of public lands or buildings beyond the hours prescribed
herein and the use of alcoholic beverages for social functions only
shall be limited to public functions specifically authorized by resolution
of the Township Committee of the Township of Eagleswood or any other
official body so authorized to do so.

Notwithstanding anything to the contrary herein, it shall be
unlawful for any person to park a vehicle upon the parking lot of
the Municipal Building located at 146 Division Street between the
hours of sunset and 9:00 a.m. for any purpose other than to attend
a meeting or an authorized function held at the Municipal Building.

A.
Any person violating § 191-4 of this article shall be subject to a fine of $60 for the first offense, $200 for the second offense, $400 for the third offense, and $500 for the fourth offense or each additional offense. The continuation of such violation for each consecutive day shall constitute a separate offense, and the person allowing or permitting the continuation of the violation shall be fined as provided above for each separate offense.
B.
Any person or persons found guilty of violating the other provisions
of this article shall be subject to a fine of not more than $500 per
day and/or 30 days in the County Jail. Each day of violation shall
constitute a separate violation for the purposes of this article.

The purpose of this article is to regulate the use of parks
and park property owned and maintained by the Township in order that
all persons may enjoy and make use of such parks.

As a general rule, the Township parks shall be open to the public
every day of the year from 9:00 a.m. to sunset. No person shall be
or remain in any park after closing hours.
Posted rules must be obeyed at all times.
A.
All skaters must skate responsibly.
B.
All skaters must wear the following safety equipment at all times:
helmet, elbow pads, knee pads.
C.
The hours of operation for the skateboard park shall be the same
as for all Township parks: 9:00 a.m. to dusk.
D.
No person shall enter the skateboard park when the gate is locked.
E.
Any person attempting to use the skateboard park during non-park
hours or when the gate is locked shall be subject to the penalties
provided in this article.
F.
Bicycles and motorized vehicles are not permitted in or on the skateboard
park at any time.
G.
No skating is permitted when the surface is wet or icy.
H.
No drug or alcohol use is permitted at any time.
I.
Use of profane or abusive language is prohibited and shall result
in automatic expulsion from the skateboard park and any other penalties
provided for in this article.
J.
Any individual caught vandalizing the skateboard park facility will
be subject to penalties provided for in this article.
No person shall, in any Township park, do or cause to be done
any of the following:
A.
Willfully have brought in or dump, deposit or leave any bottles,
broken glass, ashes, paper, boxes, cans, dirt, rubbish, waste, garbage
or refuse or other trash, but shall place same in the proper receptacles
when these are provided; when receptacles are not provided, all such
rubbish or waste shall be carried away from the park by the person
responsible for its presence and shall be properly disposed of elsewhere.
B.
Willfully mark, deface or injure in any manner any park building,
table, bench, railing, paving or any other park structure.
Any person found violating any provision of this article shall
either be ejected from the park or arrested.
A.
Any person violating or failing to comply with any of the provisions
of this article shall, upon conviction thereof, be punishable by a
fine of not more than $1,000, by imprisonment for a term not to exceed
90 days or by community service of not more than 90 days, or any combination
of fine, imprisonment and community service as determined in the discretion
of the Municipal Court Judge. The continuation of such violation for
each successive day shall constitute a separate offense, and the person
or persons allowing or permitting the continuation of the violation
may be punished as provided above for each separate offense.
B.
The violation of any provision of this article shall be subject to
abatement summarily by a restraining order or injunction issued by
a court of competent jurisdiction.
