A. The connection or reconnection fee for the right to connect or reconnect
to the Township's sewage collection system shall be based on
the Township's estimate of fees necessary to partially affect
the costs of system construction. Such connection or reconnection
fees constitute a one-time service charge for the right to connect
or reconnect to the Township's sewage collection system, and
are separate from all other rates and service charges. The connection
or reconnection fee will be adjusted after one year, based on the
estimated costs for construction of the service connection or reconnection
and system cost offset. The amount of this fee will be payable separate
from the annual sewer use charge.
B. A minimum fee as set forth in Chapter
135, Fees, shall be paid to the Township for each connection or reconnection. This amount is subject to change in accordance with the provisions of Subsection
A.

A. Each separate and independent sewer connection, as defined in §
215-9D for a single-family residential unit, shall be billed an annual service charge based on a volume basis in accordance with the model below:

All sewer connections shall be charged in accordance with the
fee structure set forth in this chapter.

B. The initial annual service charge as computed above for a single-family residence shall be as set forth in Chapter
135, Fees.
C. The annual service charge based on units served shall be as set forth in Chapter
135, Fees.
D. Property owners who have paid a connection fee set forth in §
215-28, but who cannot connect to the sewer system due to the fact that the property which they own is vacant land, shall be charged an annual service fee as set forth in Chapter
135, Fees. Upon the construction of a building upon the vacant lot in question and the issuance of a certificate of occupancy, the owner thereof shall be charged an annual service fee in accordance with Subsection
B or
C, whichever is applicable to the specific property.
Major industrial and commercial users with flows greater than
25,000 gallons per day shall be assessed an additional charge based
upon flow, total biochemical oxygen demand, and total suspended solids
to pay its proportional share of costs paid by the Township to the
Ocean County Utilities Authority (OCUA) to treat these wastes. This
additional fee shall be paid to the Township and shall be equal to
the amount charged by the OCUA under the provisions of the OCUA User
Charge System.
The Township will review the wastewater contribution of users
and user classes, the total costs of operation and maintenance of
the collection system, and the user charge system not less than every
two years. The user charges will be revised as necessary to accomplish
the following:
A. To maintain the proportionate distribution of operation and maintenance
costs among users and user classes.
B. To generate sufficient revenue to pay the total operation and maintenance
cost necessary to the proper operation and maintenance (including
replacement) of the collection system.
C. The Township will apply excess revenues collected from a class of
users to the cost of operation and maintenance attributable to that
class for the next year and adjust the rate accordingly.
The Township shall notify each user annually of the rate and
portion of the charges attributable to wastewater treatment.
This chapter shall supersede any previous inconsistent agreements
between the Township and users, and such agreements shall be void
and of no further force or effect.
This rate schedule shall take effect as of November 1, 1983.
A copy of same shall be at all times kept on file at the Township
of Eagleswood Municipal Building and shall at all reasonable times
be open to public inspection.
