The County Commissioners, by ordinance or resolution, may:
A. 
Adopt regulations governing electrical apparatus and wiring in the County.
B. 
Create a Board of Examiners and Supervisors for overseeing electrical work in the County.
C. 
Provide for the authority and responsibilities of the Board.
D. 
Specify the procedures for the appointment, terms and removal of Board members.
E. 
Set penalties for the violation of any of the powers, responsibilities and authority created by this section.

A. 
Notwithstanding any other provision of law to the contrary, an individual who is engaged in the business of installing, erecting or repairing electrical wires, conductors and other electrical apparatus of low voltage may not be required to be licensed.
B. 
The Board of Examiners and Supervisors of Electricians shall adopt rules and regulations to implement the provisions of this section.

The provisions of this chapter may not apply to:
A. 
Any person who exercises a franchise granted by the Public Service Commission; or
B. 
Any other person who performs electrical work for a person who exercises a franchise granted by the Public Service Commission if the electrical work is an integral part of the plant or service used by the person in rendering duly authorized service to the public under the franchise.
