A. 
Definition. As used in this article, a clinic is a medical facility that offers medical treatment of a convenience nature and is physically separate from a hospital or hospital grounds.
B. 
Adoption of rules and regulations.
(1) 
The County Commissioners of Charles County may adopt regulations to govern freestanding clinics in Charles County.
(2) 
The regulations that are adopted by the County Commissioners may contain a penalty provision for a violation of any provision of the regulations and shall provide for enforcement procedures.
C. 
Responsibilities of Health Officer. The Health Officer for Charles County shall verify compliance with the provisions of standards adopted by the County Commissioners and conduct investigations of complaints.
