In this subtitle, the following words have the meanings indicated:
AGENT
A person who buys or sells junk or scrap metal for a junk dealer or scrap metal processor.
ANTIQUE DEALER
A person who does business buying and selling antiques.
ANTIQUES
Objects made in, or typical of, an earlier period of time, that either have special value because of their age or are examples of works of art or handicrafts.
JUNK OR SCRAP METAL
Includes:
A. 
Articles made wholly or partly of:
(1) 
Aluminum;
(2) 
Babbitt metal;
(3) 
Brass;
(4) 
Bronze;
(5) 
Light copper;
(6) 
Heavy copper;
(7) 
Lead;
(8) 
Low-carbon chrome;
(9) 
Low-carbon manganese;
(10) 
Molybdenum;
(11) 
Monel metal;
(12) 
Pewter;
(13) 
Nickel;
(14) 
Tin;
(15) 
Vanadium; or
(16) 
Zinc;
B. 
Stoves;
C. 
Plumbing fixtures and supplies;
D. 
Electrical fixtures and wiring;
E. 
Gas fixtures and appliances;
F. 
Pipes;
G. 
Locks;
H. 
Used railroad equipment;
I. 
Used farm machinery; and
J. 
Any other similar used material.
JUNK DEALER or SCRAP METAL PROCESSOR
A person who does business buying or selling junk or scrap metal.
A. 
Each junk dealer or scrap metal processor who is a resident of Charles County or who does business as a junk dealer or scrap metal processor in Charles County shall keep a written record in English that:
(1) 
For each purchase of junk or scrap metal:
(a) 
Is made at the time of the purchase; and
(b) 
Includes:
[1] 
A description of the junk or scrap metal purchased;
[2] 
The seller shall provide a driver's license or other government-issued current photographic identification including the seller's full name, current address, date of birth and social security or other recognized identification number; and the scrap metal processor shall record the seller's identification information provided;
[3] 
The license tag number of any vehicle used; and
[4] 
The date and time of the purchase.
(c) 
For each sale of junk or scrap metal, shows the name and address of the buyer;
(d) 
Scrap metal processors shall not purchase from any person under the age of 18 years old.
B. 
The records shall be open to inspection by state or local law enforcement personnel.
C. 
A junk dealer or scrap metal processor may not barter, buy, exchange, or accept from a person any junk or scrap metal unless the junk dealer or scrap metal processor keeps records and makes entries in them in accordance with Subsection A of this section.
D. 
The processor shall furnish a report of all of the scrap metal processor's purchases, if requested by state or local law enforcement.
