As used in this article, the following terms shall have the meanings indicated:
COMBUSTIBLE FIBERS
Includes readily ignitable and free-burning fibers, such as cotton, sisal, henequen, ixtle, jute, hemp, tow, cocoa fiber, oakum, baled waste, baled wastepaper, kapok, hay, straw, Spanish moss, excelsior and other like materials.
A. 
Storage and handling of combustible fibers shall be in accordance with the appropriate standards of the Fire Code of New York State.
B. 
A permit shall be required for the storage and handling of combustible fibers in quantities in excess of 100 cubic feet.
Unlimited quantities of hay, straw and other agricultural products may be stored in or near farm buildings located outside closely built areas. No permit shall be required for such storage.
