Prior to the issuance of a construction permit for any work which fronts a street which contains a sewer line, the property owner must post a three-thousand-dollar security bond, letter of credit or cash to cover the cost of repairs to the grinder pump system and/or appurtenant lines which may be damaged during the course of construction on the owner's property.
