The Council of the Borough of Ligonier (hereinafter called "Borough")
and the Board of Commissioners of the County of Westmoreland (hereinafter
called "County") have agreed to enter into a Municipal Cooperation
Agreement providing for the County to have the inspectors from the
Westmoreland County Department of Weights and Measures perform the
parking meter inspections for the Borough under the provisions of
53 Pa.C.S.A. § 2301 et seq.
The term of the municipal cooperation agreement shall be until
December 31, 2017, with an option to renew for an additional five
years, with the condition that either Borough or County may terminate
said agreement by providing the other party with 90 days' notice
prior to the intended termination date.
The Borough authorizes the County to perform required parking
meter inspections on its behalf.
There is no financing involved with the municipal cooperation
agreement.
There is no additional organizational structure necessary to
implement the agreement.
There is no real or personal property being acquired, managed,
licensed or disposed of by the municipal cooperation agreement, except
for the annual device license for all parking meters issued by the
County Department of Weights and Measures.
There is no new entity being created by the Municipal Cooperation
Agreement.
The municipal cooperation agreement shall become effective when
adopted by ordinance by both the Borough and the County.
