The provisions of this policy outline hiring practices with respect to relatives of municipal employees, defines the meaning of "relative," and provides for restrictions and application of the policy.
A. 
Members of an employee's immediate family will be considered for employment on the basis of their qualifications. Immediate family members of the Municipality of Murrysville's employees may not be hired, however, if:
(1) 
One immediate family member would have the authority to supervise, appoint, remove, discipline, or evaluate the performance or audit the work of the other;
(2) 
Other circumstances exist which would place the immediate family members in a situation of either an actual conflict of interest or a reasonably foreseeable conflict of interest.
B. 
This policy must also be applied when assigning, reassigning, transferring, or promoting an employee.
For the purpose of this policy, "immediate family member" includes: spouse, parent, child, stepchild, sibling, mother-in-law, father-in-law, sister-in-law, brother-in-law, aunt, uncle, niece, nephew, first cousin, grandparent, grandparent-in-law, grandchild or the spouse of an employee's grandchild. "Immediate family" shall also include any other relatives by marriage or consanguinity ("blood") who reside in the employee's household.
A. 
The restrictions set forth in § 47-117 above shall also apply to employees involved in romantic relationships with other employees or with individuals being considered for hiring.
B. 
Employees who become immediate family members or who establish a romantic relationship with other employees may continue employment as long as the situation does not violate one of the restrictions set forth in § 47-117 above. If a situation arises that would constitute a breach of this policy, attempts will be made to find an available position within the Municipality of Murrysville to which one of the employees will be transferred. If such a position is not available, as determined in the sole discretion of the Municipality of Murrysville, the Municipality reserves the right to terminate either or both employees.
This policy does not apply to immediate family members who are already employed by the Municipality of Murrysville, as of the effective date of this policy. This policy shall be applied, however, to the potential future hiring, promotion, transfer, assignment or reassignment of immediate family members of current employees.
