Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.
No person shall park a vehicle upon any of the streets or parts thereof described in this section, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.

A. 
Any person who violates any provision of this article shall, upon conviction, be sentenced to pay a fine and cost. The police officers and parking enforcement personnel of the City shall report to the Chief of Police all violations of any provision of this article, indicating, in each case, the section violated, the license number of the vehicle involved in the violation, the location of the violation, and any other facts that might be necessary in order to understand the circumstances attending the violation. The police officer or parking enforcement personnel making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this article.
B. 
Any person who violates any provision of this article shall, upon conviction, be sentenced to pay a fine of not more than $15 and costs. Police officers and parking enforcement personnel of the City shall report to the Chief of Police all violations of any provision of this article, indicating in each case, the section violated, the license number of the vehicle involved in the violation, the location of the violation, and any other facts that might be necessary in order to present clear notice of the circumstances of the violation. The police officer or other person making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this article. The notice shall instruct the owner or driver of the vehicle that the amount of the fine is $3 if paid to the Office of the Chief of Police or placed in one of the City's yellow fine boxes within 24 hours of the date and time of the violation as stated on the notice. If the sum of $3 is not paid within 24 hours, the amount of the fine shall be $5, which must be paid within seven days of the date stated on the notice. If the fine has not been paid within seven days, the City may prosecute the violator, seeking payment of the fine and costs prescribed in the first sentence of this subsection.

C. 
Non-meter violations.
(1) 
The following fines shall be imposed for the following non-meter parking violations:
(a) 
Double parking: $25.
(b) 
Blocking alley: $25.
(c) 
Parking against traffic: $25.
(d) 
Fire hydrant: $25.
(e) 
No parking zone: $25.
(f) 
Improper parking: $25.
(g) 
Yellow line: $25.
(h) 
Official signs: $25.
(i) 
On sidewalk: $25.
(j) 
Handicap parking: $50.
(k) 
Other: $25.
(2) 
The fine to be imposed after conviction of a parking violation of this chapter not specified above shall be $25.
A. 
Definitions. For the purpose of this subsection, the following definitions shall apply:
CAMPER
A separate vehicle designed for human habitation and which can be attached or detached from a pickup truck.
MOTOR HOME
A self-contained vehicle, designed for human habitation, with its own motive power, and with a passageway from the body of the home to the driver's and front passenger's seat.
OVERSIZED VEHICLE
Any vehicle, as defined in § 102 of the Vehicle Code, or combination of vehicles which exceeds 20 feet in length, seven feet in width, or eight feet in height, exclusive of projecting lights or devices permitted by the Vehicle Code. Oversized vehicle does not include pickup trucks or sport-utility vehicles which are less than 25 feet in length and less than 82 inches in height.
PICKUP TRUCK
A motor vehicle designed primarily for the transportation of property and equipped with a permanently fixed open-boxed frame, and with a gross weight not to exceed 1 1/2 tons.
SCHOOL BUS
A motor vehicle which is designed to carry 11 passengers or more, including the driver, and is used for the transportation of preprimary, primary or secondary school students to or from public, private, or parochial schools or events related to such schools or school-related activities.
TRACTOR
A vehicle with its own motive power, designed for carrying a semitrailer.
TRAILER
A vehicle without motive power designed for carrying persons or property on its own structure and to be drawn by a vehicle with motive power. The term trailer shall include trailer coach, semitrailer, travel trailer, camp trailer, or utility trailer.
VEHICLE
Every device in, upon or by which any person or property is or may be transported or drawn upon a highway.
VEHICLE CODE
The Vehicle Code of the Commonwealth of Pennsylvania, as amended.
B. 
Restriction on parking of tractors, semitrailers, trucks exceeding two tons, school buses.
(1) 
It shall be unlawful for any person to park any tractor, semitrailer, truck exceeding two tons, school bus, or oversized vehicle on the streets of any R1, R2 or R3 Residential Zoning District.
(2) 
Exception: street parking of recreational vehicles. It shall be lawful to park any trailer whose purpose is recreational, trailer coach, camping trailer, motor home, boat/trailer combination or boat trailer upon any street within an R1, R2 or R3 Residential Zoning District for up to 24 hours, consecutively, but for no more than 48 hours cumulatively in any thirty-day period.
C. 
Vehicles for sale.
(1) 
It shall be unlawful to park any vehicle upon any street for the purpose of displaying it for sale, or to park any vehicle upon any street from which vehicle merchandise is peddled.
D. 
No oversized vehicle may be parked upon the streets in any R1, R2, or R3 Residential Zoning District at any time.
E. 
Exception. The provisions of this section shall not apply to any motor vehicle which is parked in connection with an ongoing construction, repair or improvement project being conducted with one-quarter mile of the location at which the motor vehicle is parked.

A. 
A person with a disability or severely disabled veteran, or an authorized representative, may submit a written request to the City requesting that the City reserve a parking space for the person with the disability or severely disabled veteran, as close as possible to the person's or veteran's place of residence;
B. 
Upon receipt of such a request, the City shall submit the request to the Chief of Police for a recommendation of approval or disapproval of the request. In approving or disapproving the request, the Chief shall determine whether the request may be accommodated consistent with existing laws of the Commonwealth and Ordinances of the City; whether the request, if granted, poses any danger or risk to the safety of the public; and whether the request, if granted, may impose severe inconvenience upon others in their use of the public street;
C. 
Upon receipt of the request and the recommendation of the Chief of Police, Council may act to approve or disapprove the request;
D. 
Upon approval by Council of a request, the City Administrator or City Clerk, as designated by Council, shall notify the requestor of Council's action and state that the reserved parking space will be so designated upon receipt of the sum of $100, for the City's costs for supplying, installing and maintaining a reserved-for-handicapped parking sign;
E. 
Upon receipt of the fee, the City shall identify an area as close as possible to the person's or veteran's place of residence, and erect a sign or signs, the content of which shall comply with the Vehicle Code's provisions for handicapped-reserved signs, which may include that the space is reserved for parking by a person with a disability or severely disabled veteran; that no parking is allowed there by others; that any unauthorized person parking there shall be subject to a fine; and that the vehicle may be towed at the owner's expense;
F. 
All permits for reserved on-street handicapped parking, issued before and after the effective date of this section, shall expire on the last day of March 31, 2011, and, in subsequent years, on March 31 of the year following the permit's issuance. However, permits issued between November 17, 2010, and March 31, 2011, shall expire on March 31, 2012;
G. 
On or after January 1 of the year after a reserved parking permit has been issued or renewed, a person with a disability or severely disabled veteran, or their authorized representative, may apply for a one-year renewal of the reserved parking space by making that request in writing to the City and providing the City with a photocopy of a currently valid handicapped plate or placard issued by the commonwealth. The request shall be accompanied by a renewal fee of $20;
H. 
On or after May 1 of the year following the issuance or renewal of a reserved space, for which no renewal request has been received, the City may dismantle and remove the reserved parking sign 14 days after providing written notice to the person for whom the reserved space was approved, if no renewal request is then submitted. The City shall deliver or mail the notice to the physical address or mailing address for which the space was issued. If the City has removed the sign for a previously reserved, but not renewed, space, the person with a disability or severely disabled veteran may reapply upon payment of the initial reservation fee;
I. 
The provisions of this section shall apply to all reserved, on-street parking spaces approved by Council before and after the date of enactment of this section;
J. 
Following the enactment of this section, Council may, by resolution, modify the initial fee for reservation of a space and the annual renewal fee.
