There is hereby created an Advisory Commission on Arts and Culture (hereafter known as the "Commission") that shall be responsible for promoting the arts and culture in publicly owned spaces in the City of Pawtucket.
A. 
This Commission shall consist of five members appointed by the Mayor with the approval of the City Council, who shall serve without compensation and shall live, work and/or own a business in Pawtucket. Of the five members first appointed, two shall be appointed for one year, two for two years and one for three years; thereafter, all appointments to the Commission shall be for a term of three years. At their first meeting, the members shall elect a Chairperson, a Vice Chairperson and a Secretary.
B. 
The Mayor may increase the number of members from five to nine. The additional members shall be appointed by the Mayor with the approval of the City Council, shall serve without compensation and shall live, work and/or own a business in Pawtucket. The original terms of the additional members shall be such that three of the nine members' terms shall expire each year. Thereafter, all appointments to the Commission shall be for a term of three years.

C. 
In the event that any member does not complete the term of his or her appointment, a successor shall be appointed to serve for the unexpired period of the term for which such member had been appointed.
The functions of the Commission shall be to:
A. 
Showcase the different types of art and culture in the City.
B. 
Showcase businesses within the City of Pawtucket through displays placed in City Hall or in any other municipal property.
A. 
The Commission shall make recommendations to the Mayor regarding:
(1) 
Increasing opportunities for arts and businesses in Pawtucket;
(2) 
Improving the coordination between the arts community, the public sector, the private sector, the nonprofit sector and the public;
(3) 
Identifying funding opportunities for artistic ventures in the City;
(4) 
Improving the environment for artists and businesses in Pawtucket; and
(5) 
Improving the promotion of arts, cultural and business activities and supporting arts educational programs in the City.
B. 
At the request of the Mayor, the Commission shall promote, plan, coordinate and carry out activities to showcase the arts, culture and businesses in the City, as well as arts-related educational programs and displays throughout the City of Pawtucket.
The Pawtucket Arts and Business Commission shall be authorized to promulgate and establish its own rules and regulations or bylaws. Prior to their implementation, any rules and regulations or bylaws or amendments thereto shall be approved by the Mayor after being submitted to the Mayor and the City Council for their review.
