Except as otherwise specifically provided in this chapter, all provisions of Chs. 340 to 348 and § 941.01(1), Wis. Stats., including all subsequent revisions and amendments, describing and defining regulations with respect to vehicles and traffic, for which the penalty is a forfeiture only, including penalties to be imposed and procedure for prosecution, are hereby adopted and by reference made a part of this chapter as if fully set forth herein. Any act required to be performed or prohibited by any statute incorporated herein by reference is required or prohibited by this chapter.

A. 
State speed limits adopted. The provisions of§§ 346.57(4)(d) to (j), (5), (6), 346.58 and 346.59, Wis. Stats., relating to the maximum and minimum speed of vehicles, are hereby adopted as part of this section as if fully set forth herein, pursuant to§ 349.11(3)(c), Wis. Stats.
B. 
Speed limits increased. The speed limits are increased upon the following streets between the limits designated:
(1) 
Forty-five miles per hour from the east corporate limits west on CTH "A" (East Elm Street) to a point approximately 0.3 mile east of Sheridan Street. Thirty-five miles per hours on CTH "A" from a point approximately 0.3 mile east of Sheridan Street to Sheridan Street.
(2) 
Thirty-five miles per hour on STH 35 and 81 (Beetown Road) starting at a point approximately 0.15 mile west of Reed Street to the west City limits at Western Avenue.
(3) 
Thirty-five miles per hour on McKinley Street commencing at a point 2/10 of a mile south of the intersection with Maple Street to the intersection of Beetown Road and STH 35 and 81 in both the northerly and southerly direction and continuing along Old Potosi Road south from the intersection of Beetown Road and STH 35 and 81 for a distance of 1/4 mile.
(4) 
Thirty-five miles per hour on City Limits Road from Adams Street to the east City limits.
(5) 
Thirty-five miles per hour on Lincoln Avenue from Roosevelt Street to STH 129.
(6) 
Fifty-five miles per hour on CTH "K" from STH 61 to Borah Road.
(7) 
Thirty-five miles per hour on Old CTH "K."
(8) 
Forty-five miles per hour on STH 61 from City Limits Street to Enterprise Street.
(9) 
Thirty-five miles per hour on Commercial Road from STH 61 to the eastern City limits.
C. 
Speed limits decreased. The speed limits are decreased upon the following streets between the limits designated:
(1) 
Fifteen miles per hour on Grant Street from Cherry Street to Lincoln Avenue.
(2) 
Fifteen miles per hour on Golf Road.

Traffic control devices in existence at the time of adoption of this chapter are adopted and shall remain in full force and effect. Traffic control devices include, but are not limited to, stop signs, yield signs, parking limitation signs, one-way traffic signs, prohibited U-turn signs, and prohibited turn signs. Additional traffic control devices may be installed pursuant to § 405-10 of this chapter.
When a traffic control device is maintained giving notice of the restrictions, prohibitions or other limitations to the public, a violation of the restriction, prohibition or limitation is a violation of this chapter and punishable under § 405-20 of this chapter.

A. 
Marked parking places. Upon those streets where parking places are marked or designated by lines on the street surface, all vehicles shall be parked within the places so marked or designated and no person shall park any vehicle in any such parking place except strictly within the established lines. Such marked parking places shall be placed on the street surface of the following streets:

Prohibited parking.
(1) 
Forty-eight-hour parking limit. No person shall park, stop or leave standing any vehicle, whether attended or unattended, for a period of more than 48 consecutive hours on any street of the City.
(2) 
All-night parking prohibited. No person shall park or leave standing any vehicle, whether attended or unattended, between 2:00 a.m. and 6:00 a.m. on any days upon the following streets or portion of streets:

(4) 
Parking restriction on Georgia Lane. No person shall park or leave standing any vehicle, whether attended or unattended, at any time on Georgia Lane between South Adams Street and South Madison Street in the City.
(5) 
Parking restrictions on Maple Street. No person shall stop or leave standing any vehicle on:
(a) 
The south side of West Maple Street, between South Washington Street and the driveway on the east side of 420 West Maple Street (approximately 320 feet) on school days.
(b) 
The north side of West Maple Street between North Washington Street and driveway to 158 Washington Street (approximately 190 feet) any time.
(c) 
The north side of West Maple Street between North Taylor Street and North Pierce Street during school hours on days when school is in session, except that during school hours a vehicle may stop temporarily and only for the purpose of receiving or discharging passengers.
(6) 
Snow season restrictions.
(a) 
Whenever, in the judgment of the Director of Public Works, it is necessary to prohibit parking on any street in the City in order to facilitate snow removal, he shall post such streets with appropriate signs prohibiting parking thereon until snow is removed, such signs to be placed in at least three locations in each block concerned.
(b) 
If any vehicle is found parked contrary to any of the provisions of Subsection C(6)(a) above, any police officer of the City is authorized and directed to take such vehicle into official custody and move the same or cause it to be moved from the prohibited area. The expense of moving such vehicle shall be paid to the City before possession of the vehicle is granted to the owner thereof. In addition, the owner of such vehicle or other person responsible for the violation shall be subject to a penalty as provided in this chapter.
(7) 
Parking restrictions on West Cherry Street. No person shall park or leave standing any vehicle, whether attended or unattended, at any time on the south side of West Cherry Street between South Harrison Street and South Washington Street in the City.
(8) 
Parking restrictions on Madison Street. No person shall park or leave standing any vehicle, whether attended or unattended, at any time on:
(a) 
The east side of Madison Street between East Walnut Street and the south City limits;
(b) 
The west side of Madison Street from Elm Street to City Limits Street;
(c) 
The east side of the Madison Street from Ash Street to City Limits Street; and
(d) 
The west side of Madison Street from the north driveway/entrance for 1307 South Madison to the south City limits.
(9) 
Alternate parking. No person shall park a vehicle on the north or west side of any street in the City during any hours between 12:00 midnight and 7:00 a.m. on even-numbered days of the month between November 15 and March 15. No person shall park a vehicle on the south or east side of any street in the City during any hours between 12:00 midnight and 7:00 a.m. on odd-numbered days of the month between November 15 and March 15, unless suspended by the Police Chief.
(10) 
Parking restrictions of East Pine Street. No person shall park or leave standing any vehicle, whether attended or unattended, at any time on the south side of East Pine Street from its intersection with North Madison Street for a distance of 54 feet east in the City.
(11) 
Parking on left side of street. Except as authorized by § 346.50, Wis. Stats., and except on one-way streets, no person shall park a vehicle on the left side of any street in the City such that said vehicle is facing in the opposite direction of oncoming traffic.
(12) 
Parking restrictions on East Lincoln Avenue. No person shall park a vehicle on the south side of East Lincoln Avenue between South Eaton Street and the golf course entrance.
(13) 
Ash Street parking prohibition. There shall be no parking on Ash Street between its intersection with North Jefferson Street and its intersection with North Madison Street.
(14) 
West Alona Lane parking prohibition. No person shall park or leave standing any vehicle on the south side of West Alona Lane for 280 feet from the curb on South Madison Street.
(15) 
Parking restrictions on East Elm Street. No person shall park or leave standing any vehicle on the north side of East Elm Street from LHS entrance to Lincoln Street Monday through Friday from 7:00 a.m. to 4:00 p.m.
(16) 
Parking restrictions on East Elm Street. No person shall park or leave standing any vehicle between the hours of 7:00 a.m. and 8:00 a.m. and from 3:00 p.m. to 4:00 p.m. Monday through Friday from September 1 through June 5 on the south side of East Elm Street from North Madison Street east to North Monroe Street.
(17) 
Establishment of handicapped parking areas. Notwithstanding any statutory provisions regarding handicapped parking, the Chief of Police shall be authorized to establish handicapped parking areas within the City on a temporary or permanent basis as is necessary in his discretion. These handicapped parking spaces shall stay in effect until terminated by the Chief of Police. Said spaces shall be appropriately signed and marked. All violations for illegal parking in such handicapped spaces shall be prosecuted according to the appropriate state statutes, §§ 346.503, 346.505, and 346.56, Wis. Stats., which are hereby incorporated by reference as if set forth in full.
(18) 
Post office parking restrictions. No person shall park or leave standing any vehicle, whether attended or unattended, for more than 15 consecutive minutes in the three marked parking stalls located directly in front of the Lancaster Post Office located at 236 West Maple Street on Monday through Friday from 9:00 a.m. until 5:00 p.m. and on Saturday from 6:00 a.m. until 12:00 noon.
(19) 
Parking restrictions on South Washington Street. There shall be no parking on the west side of South Washington Street on that portion of the street which commences at the intersection of West Oak Street and South Washington Street and extends south from the intersection a distance of 520 feet.
(20) 
Parking restrictions on West Elm Street. There shall be no parking on the north side of West Elm Street from North Taylor Street to North Pierce Street from March 15 to November 15. Alternate-side parking shall be observed from November 15 to March 15.
(21) 
Parking restrictions on North Madison Street. No person shall park or leave standing any vehicle, whether attended or unattended, for more than 30 consecutive minutes in the marked parking stalls located directly in front of the building located at 142 and 144 North Madison Street on Monday through Friday from 8:00 a.m. until 5:00 p.m.
(22) 
Parking restrictions on South Monroe Street. No person shall park or leave standing any vehicle, whether attended or unattended, for more than 30 consecutive minutes in the five marked parking stalls located directly in front of the building located at 104 South Monroe Street and two stalls in front of 131 South Monroe Street on Monday through Friday from 8:00 a.m. until 5:00 p.m.
(23) 
Parking restrictions on East Cherry Street. No person shall park or leave standing any vehicle, whether attended or unattended, for more than 30 consecutive minutes in the first marked parking stall located on the south side of East Cherry Street, east of the South Madison Street and East Cherry Street intersection, on Monday through Friday from 8:00 a.m. until 5:00 p.m.
(24) 
Parking restrictions on South Jefferson Street. No person shall park or leave standing any vehicle, whether attended or unattended, for more than 30 consecutive minutes in the three marked parking stalls located directly in front of the Grant County Administration building located at 111 South Jefferson Street on Monday through Friday from 8:00 a.m. until 5:00 p.m.
(25) 
Parking restriction on North Washington Street. There shall be no parking on the east side of North Washington Street from 175 feet north of West Elm Street to 60 feet south of Pine Street.
(26) 
Parking restriction on East Lincoln Avenue. There shall be no parking on the east and west side of East Lincoln Avenue from South Madison Street to South Monroe Street.
(27) 
Parking restriction on West Elm Street. There shall be no parking on the north side of West Elm Street from North Madison Street to Heiden Way.
(28) 
Parking restriction on North Washington Street. There shall be no parking on the east side of North Washington Street from West Elm Street to West Maple Street.
(29) 
Parking restriction on North Madison Street. There shall be no parking on the east side of North Madison Street in front of 141 North Madison Street.
(30) 
Parking restriction on South Monroe Street. There shall be no parking for one parking space on South Monroe Street south of driveway to 105 East Lincoln Avenue.
(31) 
Parking restriction on South Grant Street. There shall be no parking on the west side of South Grant Street from the Warming House parking lot entrance to the parking lot on the south end of the pond.
(32) 
Parking restriction on North Adams Street. There shall be no parking between signs at 225 North Adams Street and no parking 30 feet on the east and west side of North Adams Street south from East Elm Street; no parking on the east and west sides of South Adams Street for 30 feet south from East Cherry Street.
(33) 
Parking restriction on South Harrison Street. There shall be no parking on South Harrison Street on the west side of South Harrison Street from West Oak Street south 120 feet.
(34) 
Parking restriction. There shall be no parking here to corner on the following streets:

D. 
No parking of commercial vehicles in residential zoning areas.
(1) 
No trucks, semitractors, or motor vehicles designed to be operated by individuals holding a commercial driver's license (CDL), commercial trailers or construction equipment shall be stored and/or parked within the yard or driveway areas of any residential (R) zoning areas, unless parked inside a building, or on any street in said residential area other than for loading or unloading in the normal course of business or on a temporary basis by permit given by the City of Lancaster Police Department.
(2) 
For purposes of this section, all streets lying between a district in which parking is restricted hereunder and a district in which parking is not restricted hereunder shall be deemed to be within the district in which parking is restricted.
E. 
Definitions. In this § 405-5, the following words and phrases have the following designated meanings unless a different meaning is expressly provided or the context clearly indicates a different meaning:

VEHICLE
Every device in, upon, or by which any person or property is or may be transported or drawn upon a highway. For purposes of clarification but not limitation, the following, as defined in § 340.01, Wis. Stats., shall be considered a vehicle in § 405-5: trailers, semitrailers, recreational vehicles, camping trailers, snowmobiles, all-terrain vehicles, utility terrain vehicles, low-speed vehicles, motor vehicles, and implements of husbandry.
A. 
Courthouse Square. All vehicle traffic on the portions of the streets that immediately adjoin the Courthouse Square shall proceed in the general directions as follows:
(1) 
Westerly on Maple Street.
(2) 
Southerly on Jefferson Street.
(3) 
Easterly on Cherry Street.
(4) 
Northerly on Madison Street.
No operator of any vehicle shall turn his vehicle so as to proceed in the opposite direction at the following intersections:

No operator or driver of any vehicle shall make the following left turns:
A.

No vehicle proceeding north on Jefferson Street shall turn left at the intersection of Jefferson Street and Cherry Street.

No vehicle proceeding west on Cherry Street shall turn left at the intersection of Cherry Street and Madison Street.

No vehicle or combination of vehicles with a gross weight in excess of 20,000 pounds or 10 tons, including load, shall be operated upon the following streets and highways in the City:
A. 
South Polk Street between Beetown Road and Aspen Street.
B. 
South Tyler Street between Beetown Road and Aspen Street.
C. 
Palm Street, Locust Street and Aspen Street between South Polk Street and South Harrison Street.
D. 
South Harrison Street between West Oak Street and West Nathan Street.
E. 
West Nathan Street between South Harrison Street and South Madison Street.
F. 
Old County K from City Limits Road to County K.
G. 
Walnut Street between Madison Street and Harrison Street.
The Director of Public Works and/or Chief of Police, or their designee, is hereby authorized and directed to procure, erect and maintain appropriate standard traffic signs, signals and markings conforming to the rules of the State Department of Transportation giving such notice of the provisions of this chapter as required by state law. Said Director of Public Works and/or Chief of Police and their designee shall also have authority from time to time to erect any other signs that are necessary for either permanent or temporary traffic control, parking, and the like.

Unless identified by specific authorized signage, no person shall operate a snowmobile, all-terrain vehicle (ATV), utility-terrain vehicle (UTV), lawn tractor, recreational motor-driven vehicle or device within the confines of Memorial Park, Schreiner Park, Ryland Park, Baus Park, the Schacht Soccer Fields, Lancaster Municipal Golf Course, Lancaster Memorial Trail or any other municipally owned green space, parks, or open lands. Standard golf carts and/or golf cars shall be allowed to operate on the Lancaster Municipal Golf Course according to established rules and regulations.
No driver of a motor vehicle shall cause, by excessive or unnecessary acceleration, the tires of such vehicle to spin and emit loud noises such as may disturb the public peace.
The City of Lancaster Police Department and all other authorized law enforcement agencies shall have full power and authority to enforce any and all provisions of these ordinances and state law on public school property located within the City of Lancaster.
Notwithstanding the provisions of § 346.48(2)(b)2, Wis. Stats., adopted by reference in this chapter, to the contrary, school bus operators shall use flashing red warning lights in the residential and business districts when pupils or other authorized passengers are to be loaded or unloaded at locations at which there are no crosswalk or traffic signals, so that pupils must cross the street or highway before being loaded or after being unloaded.

The provisions of §§ 346.80, 346.803 and 346.804, Wis. Stats., are adopted, including all subsequent revisions and amendments, and restrictions for bicycles shall apply equally to roller bladers. Bicycle and roller blade operators shall be allowed to travel on sidewalks except in business districts, but shall subject to the requirements of § 346.804, Wis. Stats.
No person shall use motor vehicle brakes within the City limits of the City of Lancaster which are in any way activated or operated by the compression of the engine of any such motor vehicle or any unit or part thereof, except in the case of an emergency.

A. 
Definition. "Low-speed vehicle" means a motor vehicle that conforms to the definition and requirements for low-speed vehicles as adopted in the federal motor vehicle safety standards for low-speed vehicles under 49 CFR 571.3(b) and 571.500. "Low-speed vehicle" does not include a golf cart.
B. 
Uses allowed.
(1) 
Low-speed vehicles may be operated on City roadways which have a maximum speed limit of 35 miles per hour or less and designated state roadways or portions thereof within City limits with speeds of 35 miles per hour or less subject to the following restrictions:
(a) 
Low-speed vehicles may be operated on state highways, but only those portions thereof that have been approved of by the Common Council, who has gained permission from the Wisconsin Department of Transportation.
(b) 
Low-speed vehicles may not be operated on county roadways.
(c) 
A current map identifying allowed and prohibited locations shall be kept at the Lancaster Police Department.
(2) 
The person operating the low-speed vehicle must hold a current and valid Wisconsin operator's license or a current and valid operator's license from another state.
(3) 
Headlamps must be on at all times during operation on City streets.
(4) 
Low-speed vehicles are not permitted on sidewalks or in City parks, except for in vehicle parking areas or when being operated by authorized persons performing maintenance or other official duties on behalf of the City.
C. 
License. Low-speed vehicles shall be licensed by the Wisconsin Department of Transportation.

B. 
Applicability of rules of the road to snowmobiles. The operator of a snowmobile upon a roadway shall, in addition to the provisions of Ch. 350, Wis. Stats., be subject to §§ 346.04, 346.06, 346.11, 346.14(1), 346.18, 349.19, 346.20, 346.21, 346.26, 346.27, 346.33, 346.35, 346.37, 346.39, 346.40, 346.44, 346.46, 346.47, 346.48, 346.50(1)(b), 346.51, 346.52, 346.53, 346.54, 346.55, 346.87, 346.88, 346.89, 346.90, 346.91, 346.92(1) and 346.94(1) and (9), Wis. Stats.

C. 
Operation of snowmobiles in City restricted. No person may operate a snowmobile within the City of Lancaster except:
(1) 
Snowmobiles may be operated upon private property provided the appropriate consent, as set forth below in Subsection E, is obtained.
(2) 
Snowmobiles may be operated upon a designated snowmobile route set forth in Subsection D(1) below.
D. 
Snowmobile routes and regulations.
(1) 
Snowmobile routes. Snowmobile routes are hereby designated by the Common Council as follows:
(a) 
North Washington Street between Ash Street and Maple Street.
(2) 
Regulations. Snowmobile routes shall be subject to the following:
(a) 
Travel is permitted on the extreme right hand portion of the roadway (roadway being defined as that portion between the regularly established curblines or that portion which is improved or ordinarily used for vehicular traffic, excluding the berm or shoulder) and shall be single file.
(b) 
Travel shall conform to the direction of traffic in the nearest lane.
(c) 
No person under the age of 12 years shall drive a snowmobile across any street or highway.
(d) 
No person under the age of 16 shall drive a snowmobile across any street or highway unless:
[1] 
He or she holds a valid snowmobile safety certificate issued by the Wisconsin Department of Natural Resources;
[2] 
He or she is accompanied by a person over the age of 18 years; or
[3] 
He or she is accompanied by a person over the age of 14 years who holds a valid snowmobile safety certificate issued by the Wisconsin Department of Natural Resources.
(e) 
No operator shall disobey the instructions of any official traffic sign or signal unless otherwise directed by a traffic officer.
(f) 
No person shall operate a snowmobile within the City at a speed in excess of 10 miles per hour.
(g) 
No person shall leave or allow a snowmobile to remain unattended on any public highway or public property while the motor is running or with the starting key in the ignition.
E. 
Written consent of owner required. It shall be unlawful to operate any snowmobile upon private property without consent of the private property owner. The consent required under § 350.10(1)(f), (k), (l), and (m), Wis. Stats., and as required above shall be written consent dated and limited to the year in which the consent is given. If the property is owned or leased by more than one person, the consent of each must be obtained.
F. 
Curfew. No person shall operate a snowmobile in the City between the hours of 9:30 p.m. and 7:00 a.m. the following day.
G. 
Penalties.
(1) 
Any person violating any provision of this section shall be subject a forfeiture at least $20 nor more than $2,500. In addition, the person shall be responsible for the costs of prosecution.
(2) 
In addition, the court may order that the snowmobile operated in violation of this section be impounded for a period of not less than 15 days nor more than 60 days, beginning at a date specified by the court. Impoundment may be effected by taking physical possession of the machine, or by causing the same to be immobilized and sealed by the City for a specified period. Operating the impounded machine during the specified period contrary to the court's order shall constitute a punishable, separate, subsequent violation of said section.
H. 
Enforcement. The Police Department and/or any law enforcement officer having jurisdiction may enforce any provision of this section.
The penalty for violation of any provision of this chapter shall be a forfeiture as hereinafter provided together with the cost of prosecution imposed as provided in §§ 345.20 to 345.53, Wis. Stats.
A. 
Uniform offenses. Forfeitures for violation of any provision of Chs. 341 to 348, Wis. Stats., adopted by reference in § 405-1 shall conform to the forfeiture penalty permitted to be imposed for violations of the comparable state statute, including any variations or increases for subsequent offenses.

B. 
Special local regulations. Except as otherwise provided in this chapter, the forfeiture for violation of any provision of this chapter shall be provided in § 1-4 of the Code of the City of Lancaster.
C. 
Miscellaneous.
(1) 
The forfeiture for violation of any provision of § 405-2B of this chapter shall be not less than $50 nor more than $100.
(2) 
The forfeiture for violation of any provision of § 405-5 of this chapter regarding a violation of time restrictions on parking within the City of Lancaster shall be $10 for each violation. Each violation is a separate offense subject to a separate forfeiture. If the forfeiture is not paid within seven days of issuance of the parking ticket, the forfeiture shall increase to $20. Upon notification to the Wisconsin Department of Transportation, as provided for in § 345.28, Wis. Stats., and Ch. Trans. 128, Wis. Adm. Code, that the forfeiture remains unpaid, the forfeiture shall be increased by $10 for each separate violation.

This chapter shall be enforced in accordance with the provisions of §§ 66.0114 and 345.20 to 345.53 and Ch. 799, Wis. Stats.
A. 
Deposit.
(1) 
Any person arrested for a violation of this chapter may make a deposit of money as directed by the arresting officer at the Clerk of Court's office or by mailing the deposit to such place. The arresting officer or the person receiving the deposit shall notify the arrested person, orally or in writing, that:

(a) 
If he fails to appear in court at the time fixed in the citation, he will be deemed to have tendered a plea of no contest and submitted to a forfeiture plus costs not to exceed the amount of the deposit; or
(b) 
If he fails to appear in court at the time fixed in the citation, and if the court does not accept the deposit as a forfeiture, he will be summoned into court to answer the complaint.
(2) 
The amount of the deposit shall be determined in accordance with the deposit schedule established by the Wisconsin Judicial Conference and shall include the penalty assessment established under § 757.05, Wis. Stats., and costs. If a deposit schedule has not been established, the arresting officer shall require the alleged offender to deposit the forfeiture established by the Common Council, which shall include the penalty assessment established under § 757.05, Wis. Stats. Deposits for nonmoving violations shall not include the penalty assessment.

(3) 
The arresting officer or the person receiving the deposit shall issue the arrested person a receipt therefor as required by § 345.26(3)(b), Wis. Stats.
B. 
Stipulation of no contest. Any person charged with a violation of this chapter, except §§ 346.62(1) and 346.63(1), Wis. Stats., may make a stipulation of no contest pursuant to § 345.27, Wis. Stats., which shall be received at the office of the Clerk of Court within 10 days of the date of the alleged violation. Such person shall, at the time of entering into the stipulation, make the deposit required under Subsection A if he has not already done so. A person who has mailed or filed a stipulation under this subsection may, however, appear in court on the appearance date and may be relieved from the stipulation for cause shown as required in § 345.37, Wis. Stats.

A. 
Purpose. The purpose of this section is to establish all-terrain vehicle ("ATV") and utility terrain vehicle ("UTV") routes in the City of Lancaster and regulate the operation of all-terrain and utility terrain vehicles in the City.
B. 
Operation of all-terrain vehicles and utility terrain vehicles. Operation of ATVs and UTVs shall be subject to all provisions of § 23.33, Wis. Stats., as the same may be amended from time to time.
C. 
Designation of all-terrain vehicle and utility terrain vehicle routes. All portions of roads and streets shall be designated all-terrain vehicle and utility terrain vehicle routes within the City of Lancaster.

D. 
No person may operate an all-terrain vehicle or utility terrain vehicle upon any street or alley within the City unless the owner or operator of the vehicle has in effect a liability policy covering the vehicle being operated and such owner or operator has in his or her immediate possession a certificate or proof of insurance covering such vehicle which shall be displayed upon demand from any traffic officer.

E. 
Conditions applicable to all-terrain vehicle and utility terrain vehicle routes.
(1) 
Routes shall be marked with uniform ATV/UTV route signs in accordance with Ch. NR 64.12(7), Wis. Adm. Code. No person may do any of the following in regard to signs marking City ATV/UTV routes:
(a) 
Intentionally remove, damage, deface, move or obstruct any uniform ATV/UTV or trail sign or standard or intentionally interfere with the effective operation of any uniform ATV/UTV route or trail sign or standard if the sign or standard is legally placed by the state, any municipality or any authorized individual.
(b) 
Possess any uniform ATV/UTV route or trail sign or standard of type established by the department for the warning instruction or information of the public, unless he or she obtained the uniform ATV/UTV route or trail sign or standard in the lawful manner. Possession of a uniform ATV/UTV route or trail sign or standard creates a rebuttal presumption of illegal possession.
(2) 
The ATV/UTV Club shall be responsible for purchasing, maintaining, and installing all necessary and required signs.
(3) 
In addition to the provisions of § 23.33, Wis. Stats., the following restrictions are placed on the use of the City ATV/UTV routes designated by this section:
(a) 
All ATV/UTV operators shall observe the posted roadway speed limits.
(b) 
All ATV/UTV operation shall be confined to the far right side of the paved surfaces or confined to the shoulder or unimproved right-of-way of the designated routes.
(c) 
All ATV/UTV operators shall ride single file.
(d) 
All ATV/UTV headlamps and tail lamps must be turned on at all times.
(e) 
All UTV operators and passengers must wear seat belts at all times.
(f) 
The City of Lancaster routes will be closed from 10:00 p.m. to 6:00 a.m.
(g) 
The City of Lancaster may close routes at any time through removal of all route signage and providing notice to the public.
F. 
Enforcement. The enforcement provisions under § 23.33(12), Wis. Stats., as the same may be amended from time to time, are adopted by reference as if fully set forth herein.
G. 
Penalties. Penalties as found in § 23.33(13), Wis. Stats., as the same may be amended from time to time, are adopted by reference as if fully set forth herein.
H. 
Severability. If any provision of this section or its application to any person or circumstance is held invalid, the invalidity does not affect other provisions or application of this section that can be given effect without the invalid provision or application, and to this end, the provisions of this section are severable.
