A sewer and water connection fee shall be paid to the Village
for each and every connection to a Village sewer or water main. A
connection application shall be submitted to the Village for each
and every proposed connection, disclosing the nature of the use and,
for commercial and industrial use, the square feet of the building
to be connected. The connection fee shall be paid to the Village prior
to the issuance of a building permit.
Connection fees to sewer and water mains where direct and indirect
costs were specially assessed by the Village against abutting parcels
on a frontage basis shall be determined by the class of use and size
of use as follows:
A. Base rate. The connection fee for a single-family residence shall
constitute the connection fee base rate. The connection fee base rate
for a single-family residence for sanitary sewer and for water shall
be established annually by Village resolution at the time of the annual
Village budget.
B. Base rate multiplier. The connection fee for other uses shall be
based on the following base rate multiplier:

C. Expansion of buildings. Any expansion of premises such that additional
residential units are added or square footage is added to commercial,
industrial or institutional uses shall be subject to the connection
fee proration for the expansion; provided, however, that any expansion
that involves a new connection to the Village sewer or water main
shall be subject to the connection fee base-rate multiplier for the
sewer or water the same as a new use.
D. Change in use. Any change in use which results in an increase in
the base rate multiplier shall require payment of the difference between
fees using the former base rate multiplier and the applicable new
base rate multiplier.
E. Computation of fees for connection tributary to the southwest interceptor sewer. Connection fees to sewers tributary to or served by the southwest interceptor sewer as provided herein for the benefitted properties shall pay the sum of the base rate connection fee as set forth in §
340-18A, plus a $500 connection-fee surcharge multiplied by the base rate multiplier for that connection as set forth in §
340-18B [connection fee = (base rate + $500) × (base rate multiplier)].

Connection fees to sewer and water mains where direct and indirect
costs were not specially assessed by the Village against abutting
parcels on a frontage basis shall be determined as follows:
A. Residential. The connection fee for residential use shall be computed on a front-foot basis for a sewer main and a front-foot basis for a water main abutting the property, plus the fee set forth in §
340-18A and
B.
B. Nonresidential. The connection fee for nonresidential use shall be computed on a front-foot basis for a sewer main and a front-foot basis for a water main abutting the property, plus the fee set forth in §
340-18A and
B.
C. Expansion of buildings. Any expansion of premises such that additional
residential units are added or square footage is added to commercial,
industrial or institutional uses shall be subject to payment of the
connection fee.
The following original Greenville Airport properties, having
already paid an equivalent connection fee, are exempt from the connection
fee provisions of this chapter; provided, however, that the construction
of additional facilities shall be assessable as provided herein for
benefitted properties.
The East 1/2 of Section 25, Township 21 North, Range 16 East,
Village of Greenville, Outagamie County, Wisconsin, Less and Excepting
the North 1/2 of the Northeast 1/4 of the Northwest 1/4 of the Northeast
1/4 of said Section and less the East 157 feet of the West 529 feet
of the South 225 feet and the East 240 feet of the South 350 feet
of the Southwest 1/4 of the Southeast 1/4 of said Section AND LESS
the West 750 feet of the South 350 feet of the Southeast 1/4 of the
Southeast 1/4 of said Section.
