The position of Deputy Tax Collector heretofore created is hereby continued.

(a) 
The Deputy Tax Collector shall be appointed in the manner provided for in N.J.S.A. 40:87-15.[1]

(b) 
Unless sooner removed, he shall hold office until December 31 of the year in which he was appointed and until his successor shall have qualified.

(a) 
The Deputy Tax Collector shall have all of the powers and perform all of the duties of the Tax Collector during such times and specific periods when the Tax Collector is absent.
(b) 
The Deputy Tax Collector shall act under the direction of the Tax Collector in the performance of the duties of the Tax Collector and in the name of the Tax Collector. Such acts shall in all cases be legal and binding as if done and performed by the Tax Collector.
(c) 
The Deputy Tax Collector shall also perform such other duties as may be assigned to him from time to time by the Finance Committee of the Council and in general act as a clerical assistant.
