The position of Personnel Director of the Borough is hereby established pursuant to N.J.S.A. 40A:60-6, 40A:9-9 and in accordance with the provisions of this article. The Borough Council may appoint to the office of Personnel Director a nonresident of the Borough pursuant to N.J.S.A. 40A:60-6b(3).

The Personnel Director shall be appointed in the manner provided by N.J.S.A. 40A:9-9 and shall receive such salary as the Borough Council may fix from time to time.

In the absence of an appointed Borough Administrator, the Personnel Director shall be responsible for the day-to-day administration of municipal personnel in accordance with the policies defined by the Borough Council, which responsibilities shall include the following:
(a) 
Coordinate all personnel of the Borough in the following departments and offices: Municipal Clerk, Treasurer, Tax Collector and Assessor, Building Inspector and all code and subcode officials, Board of Health, Planning Board and Zoning Board for the purpose of promoting efficient and economic operations of those departments and employees.
(b) 
Coordinate and maintain all personnel policies and administrative practices and regulations and interpret same upon request of a department head or committee or the Council.
(c) 
Monitor working, personal, vacation and sick leave schedules and maintain appropriate records and reports relating to all departments.
(d) 
Upon request, investigate and propose recommended dispositions of employment liability related complaints of all personnel in any department to the appropriate party and oversee the resolution of personnel disputes of all departments.

Perform such other duties as may be assigned from time to time by the Mayor as the head of municipal government (N.J.S.A. 40A:60-5) or by ordinance or resolution of the Borough Council.
