(a) The sale, service, delivery or consumption of alcoholic beverages
shall be expressly permitted during the following hours on the days
indicated:
(1) On Sunday between the hours of 11:00 a.m. and 12:00 midnight.
(2) On Monday through Friday between the hours of 8:00 a.m. and 1:00
a.m. the following day.
(3) On Saturday between the hours of 8:00 a.m. and 2:00 a.m. the following
day.
(b) The sale, service, delivery or consumption of alcoholic beverages
shall be expressly prohibited at all other times, except that:
(1) On Sunday, December 24, and Sunday, December 31, the hours for sale,
service, delivery or consumption shall be extended to commence at
9:00 a.m.; and
(2) On December 31/January 1, the hours for sale, service, delivery or
consumption shall be extended until 3:00 a.m., January 1.
(c) Provided, however, that whenever Paragraph (a) or (b) permits the
sale of alcoholic beverages for consumption by a retail licensee before
9:00 a.m. or after 10:00 p.m., the sale of alcoholic beverages for
consumption off the premises by such licensees before 9:00 a.m. or
after 10:00 p.m. shall be limited to the sale of wine or malt alcoholic
beverages in original bottle or can containers.

During the hours when the sale, service, delivery or consumption
of alcoholic beverages is prohibited by ordinance, all licensed premises
operating under a plenary retail consumption license must be closed;
and the licensee shall allow no persons, other than employees, to
remain upon the licensed premises, except that the following may remain
open after the hours when the sale, service, delivery or consumption
of alcoholic beverages is prohibited:
(a) Restaurants, as defined in N.J.S.A. 33:1-1t;
(b) Clubs holding club licenses under N.J.S.A. 33:1-12, Subdivision 5,
and clubs holding plenary retail consumption licenses but which qualify
for club licenses under N.J.S.A. 33:1-12, Subdivision 5.

During the hours when the sale, service and delivery of alcoholic
beverages is prohibited by ordinance or state regulations, all licensed
premises operating under a plenary retail distribution license must
be closed and the licensee shall allow no person other than employees
to remain upon the licensed premises. Any such licensed premises where
the sale of other articles such as drugs and foodstuffs is carried
on may remain open during said prohibited hours for the purpose of
the sale of other than alcoholic beverages, provided that the alcoholic
beverages in said place shall be kept in a compartment or compartments
especially approved by the Council in writing and which said compartment
or compartments during said prohibited time shall not in any case
or for any pretext or reason be opened.

During the hours when the sale, service, delivery or consumption
of alcoholic beverages is prohibited by ordinance, all alcoholic beverage
restaurant licensees, and all club licensees, and all club licensees
holding plenary retail consumption licenses but which qualify for
club licenses under N.J.S.A. 33:1-12, Subdivision 5, shall keep the
room in which alcoholic beverages are kept for sale, commonly known
as the "barroom," and all rooms where alcoholic beverages are stored,
closed and securely locked, and the licensee or any of its employees
or any other person shall not enter or be allowed to enter therein.
