Under Section 1141 of the Borough Code, 53 P.S. § 46141, Act of February 1, 1966, P.L. 1656, as amended, there is created the office of Assistant Borough Manager.

A. 

The Assistant Borough Manager shall assist the chief administrative officer of the Borough and, in such capacity, shall have the following powers and duties of administration of the affairs of the Borough:

(1) 

Attend all meetings, regular and special, of the Borough Council and all meetings of its committees deemed necessary by the Borough Manager;

(2) 

Shall have the powers of the Borough Manager in such times as the Borough Manager is unavailable;

(3) 

Is accountable to and is supervised by the Borough Manager;

(4) 

Direct and supervise the daily work of the administration staff; should be familiar with and capable of performing these duties as necessary;

(5) 

Coordinate requests for services of the public works departments through conferences with the Borough Manager;

(6) 

Serve as liaison with residents of the Borough to resolve all complaints, recommendations, and requests for services that are not resolved with the administration staff;

(7) 

Help prepare, submit and administer the annual budget;

(8) 

Insure the timely completion, planning, preparation, and submission of all regulatory tax and other reports as required by the respective government agencies;

(9) 

Process biweekly payroll, including tracking of sick, personal and vacation time for all full-time employees;

(10) 

Wait on customers, answer telephones, and assist customers when needed;

(11) 

Assign all bills proper budget item numbers, screen bills for proper amounts and services provided;

(12) 

Generate monthly billing, revenue, and Treasurer's reports;

(13) 

Perform all phases of banking for the Borough, including writing checks, maintaining all checking, savings, and CD/money market accounts;

(14) 

Maintain highway aid and liquid fuels account, including the end-of-the-year audit;

(15) 

Maintain all end-of-the-year audit, tax, and utility reports;

(16) 

Prepare all reports required by Borough and State Auditors;

(17) 

Take all mail and monies to the post office and bank as needed;

(18) 

Maintain all payroll reports, including W-2 updates and vendor reporting;

(19) 

Perform duties of Clerk and Secretary as required;

(20) 

Enter all monthly bills, payroll and revenue receipts into computer;

(21) 

Receive and enter all fuel subsidy payments into proper accounts.

B. 

The foregoing powers and duties may be amended from time to time by duly enacted ordinance, subject to recall of the nonlegislative and nonjudicial powers and duties of the Borough Council, the Planning Commission and the Shade Tree Commission. The foregoing powers and duties also may be supplemented from time to time by delegation from the Mayor of his nonlegislative and nonjudicial powers, which delegation shall be subject to approval by Borough Council.

The Borough Council, by majority vote of all of its members, shall appoint the Assistant Borough Manager. The initial appointment made under this article shall be made within 30 days of the enactment of this article. Thereafter, appointments or reappointments to the office of Assistant Borough Manager shall be made at the first meeting of the Borough Council each year or, in the event the office is vacated during the calendar year, within 30 days of the vacancy. The Assistant Borough Manager shall serve at the pleasure of the Borough Council, with recommendation from the Borough Manager, and may be removed at any time by majority vote of all of its members.

The Assistant Borough Manager shall become a resident of the Borough of Duncannon or within a thirty-minute commute within six months of appointment to the office.

The Borough Manager shall designate one or more qualified members of the Borough personnel to exercise the powers and perform the duties of the office of Assistant Borough Manager in the event the Assistant Borough Manager becomes ill, is absent or is otherwise unable to serve in this position.

The Borough Council shall fix the compensation for the office of Assistant Borough Manager from time to time by ordinance.

Upon direction of the Borough Council and at its sole discretion, the Assistant Borough Manager, before entering his duties, shall give bond to the Borough Council in a form and amount acceptable to Borough Council, which bond shall be subject to the approval by Borough Council and shall be conditioned upon the faithful performance of the duties of the office. The Borough shall pay the premium for the bond.
