As used in this Article:
GARBAGE
Refuse of animal and vegetable food stuffs, and all putrescible matter of any kind incident to the ordinary conduct of a household or restaurant and animal and vegetable waste matter from stores and shall not include ashes or refuse from building operations or repairs.
RUBBISH and ASHES
All ashes, waste, nonrecyclable paper and other refuse usually accumulated in and about a residence, business or institution, provided, however, that the term "rubbish and ashes" does not include any tires, recyclable material regulated by the provisions of Chapter 17A of the Revised Ordinances, or any brush, tree limbs, dirt, stones or refuse from building operations or repairs.

The owner or tenant of property in the Borough shall furnish watertight metal or plastic receptacles, with suitable covering, of not less than three (3) nor more than twenty (20) gallons' capacity for the collection of garbage, rubbish and ashes.

Any paper deemed nonrecyclable in accordance with the provisions of Chapter 17A of the Revised Ordinances must be securely tied in bundles by the owner or tenant of the property unless in a receptacle and, if so securely tied, shall be collected without being in a receptacle.

(a) 
Except as otherwise provided herein, no owner or tenant shall place at the curb for collection any garbage, rubbish or ashes more than twenty-four (24) hours in advance of the regular time for collection by the contractor of the borough. Each owner or tenant shall remove receptacles therefor from the curb within twelve (12) hours after collection by the garbage contractor.
(b) 
No owner or tenant of any premises abutting Speedwell Avenue in the B-1 and B-2 Zoning Districts, as described in Chapter 25, Zoning, of the Revised Ordinances of the Borough, shall place at the curb for collection any garbage, rubbish or ashes prior to 5:30 p.m., prevailing time, on the day before the regular day for collection by the contractor of the Borough. Each owner or tenant shall remove receptacles therefor from the curb within twelve (12) hours after collection by the garbage contractor.

No person shall place or cause to be placed for collection by the garbage contractor any recyclable material regulated by Chapter 17A of the Revised Ordinances or any other matter not included within the definition of "garbage" or "rubbish and ashes," as those terms are defined herein.

The provisions of Section 1-9 of these Revised Ordinances shall be applicable to this Article.
