The Council shall make reasonable regulations with respect to:
(a) 
The use of taxicabs licensed under this chapter.
(b) 
The inspection of taxicabs licensed and to be licensed under this chapter.
(c) 
The conduct of taxicab drivers licensed under this chapter.
(d) 
Such other matters as may promote the public convenience and safety.

(a) 
The charge for carrying passengers shall not exceed the rates set out in the application for the taxi owner's license.
(b) 
Any dispute as to the fare shall be determined by the officer in charge of the police headquarters at the time of the dispute.
(c) 
The charging of any fares in excess of the rates referred to in Section 21-8(d) of this chapter shall constitute a violation of this chapter by the owner or driver or both.
(d) 
No change in fares shall be made without the approval of Council.

Every taxicab licensed under this chapter shall:
(a) 
Display the word TAXI on the outside of the vehicle.
(b) 
Display the rates of mileage and hire.
(c) 
Place in a conspicuous place in the interior of the taxicab the name and address of the owner of the taxicab.
(d) 
Display the license and photograph as provided in Section 21-20.

No driver of any licensed taxicab, which is disengaged, shall refuse to carry any orderly person upon the payment of the rate of fare fixed in accordance with Section 21-8(d) of this chapter.

(a) 
The owner and driver of a taxicab licensed under this chapter shall operate said vehicle and taxicab business in a mannr not in conflict with the public good.
(b) 
All vehicles licensed under this chapter shall be clean at all times and shall be in good repair.

The taxicab vehicle listed on the taxi owner's license may be replaced by another vehicle only after the vehicle sought to be substituted shall have been inspected and written approval shall have been given by the Chief of Police that such vehicle complies with the provisions of this chapter. The Borough Clerk shall show the change of vehicle on the license.
