A Board of Health, with the powers and duties hereinafter enumerated, shall be organized and it shall be the duty of said Board of Health to enforce the laws of the commonwealth enacted for the protection of public health.
A. 
The Board of Health shall consist of five members to be appointed by Council, who shall serve without compensation, and none of whom shall be members of Council; at least two of their members shall be reputable physicians of not less than two years' experience in the practice of their profession.
B. 
The members of the Board of Health shall serve for a term of five years from the 18th day of October, 1945, succeeding their appointment.
C. 
At the first appointment, Council shall designate one of the members to serve for one year, one for two years, one for three years, one for four years, and one for five years, and thereafter one member of said Board shall be appointed annually to serve for the term of five years.
D. 
The members of the Board shall severally take and subscribe the oath of office as provided by the Act of Assembly.
E. 
The Board of Health shall organize annually on the day of and three members shall constitute a quorum.
F. 
Council shall have the authority to appoint the officers or subordinates of the Board, but if they neglect to do so, the Board shall elect one of their number as President, Secretary and a Code Enforcement Officer.
G. 
If the said President, Secretary and Code Enforcement Officer are not designated by Council, then the Board shall elect them at the annual meeting to serve for the following year.
H. 
The regular meetings of the Board shall be held on the two-day of each month in the office of the Code Enforcement Officer. Special meetings may be called on three days' notice by the President or three members of the Board.
I. 
The President of the Board shall preside at all meetings. The Secretary shall keep the minutes of the proceedings of the Board and perform such other duties as may be directed by the Board. The Code Enforcement Officer shall execute the orders of the Board and, for that purpose, shall have and exercise the powers and authority of a policeman of the City.
J. 
The Board of Health shall have the power to make and enforce all necessary orders and regulations to prevent the introduction of communicable diseases, for the enforcement of the laws of the commonwealth and the regulations of the State Department of Health, relating to the control of such diseases.

This article shall be known as the "Farrell City and Farrell Area School District Joint Recreation Board Ordinance" and shall and does hereby authorize and direct the execution of a mutual corporation agreement between the City of Farrell and the Farrell Area School District, under the terms and conditions as hereinafter set forth.
There is hereby created a joint parks and recreation commission to be known as the Farrell Recreation Board.

The Board shall be composed of 11 members, with two being members of and appointed by the City Council of Farrell, two to be members of and appointed by the Farrell Area School District Board of Directors and seven to be members at large, to be appointed by the Mayor with the advice of Council.

The term of office for those members of the Recreation Board who are also members of the City Council of Farrell shall be for two years. The term of office for those members of the Recreation Board who are also members of the Farrell Area School District Board of Directors shall be for two years. If any member of this Recreation Board shall cease to be a member of said governing body for any reason prior to the expiration of his term on such board, his membership shall automatically terminate at such time, and the vacancy so caused shall be filled by the proper governing body within 60 days by appointment for the balance of term. The members at large of such Recreation Board shall be appointed for three-year terms; the term of not more than three members shall expire in any one given year. Vacancies shall be filled in the same matter as original appointments and for the unexpired term. The Recreation Board shall have the power to provide, conduct and maintain public recreation areas and facilities, subject to all of the responsibilities of enabling legislation, the Farrell Home Rule Charter and the Administrative Code of the City of Farrell.
The Recreation Board shall appoint from its membership a chairperson, secretary and such other officers as it may deem necessary for the orderly procedure of its business, and may adopt bylaws, rules and regulations covering its procedure, not inconsistent with the provisions of state laws. The Recreation Board shall, from time to time, make rules governing the operations and conduct of the recreational facilities operated by the Board. The Board shall hold regular meetings at such times and places as it may designate.
The Recreation Board shall maintain, operate and supervise those outdoor recreation areas and facilities owned or controlled by the City of Farrell and the Farrell Area School District specifically designated by appropriate resolutions of the said City of Farrell and the Farrell Area School District from time to time.
The Recreation Board may accept any grant, gift, bequest or donation of services, equipment, real estate or money from any individual or group to be used as specified by the donor, or by the terms of acceptance. The Recreation Board shall have no authority to enter into any contract or incur any obligation binding upon any of the participating civil subdivisions other than current obligations or contracts to be fully executed within the then current fiscal year or within the budgeted appropriations made by the governing bodies of the participating civil subdivisions.
The Recreation Board shall have the power to employ a director who possesses the necessary qualifications and such other personnel as may be deemed necessary in carrying out the program.
Funds for the operation and maintenance of the program shall be budgeted by the governing bodies of the participating subdivisions, and allocated to the Recreation Board. These funds are to be disbursed upon approval of the Recreation Board by a fiscal disbursing officer through one or more local banking establishments. Funds received by the Board from sources other than budget appropriations shall be deposited to the credit and for the use of the Recreation Board and disbursed as the above funds are disbursed, except that funds received by gift, bequest or otherwise shall be disbursed in accordance with the terms of such gift or bequest or by the terms of the acceptance thereof. The Recreation Board shall make full and complete reports to the governing bodies at such times as may be designated or requested by the governing bodies. The fiscal year of said Recreation Board shall begin January 1 and end December 31 of each year.
Such powers as are now or may hereafter be provided by statutes of the Commonwealth of Pennsylvania or by ordinances or resolutions of the governing bodies relating to the development and operation of the recreation areas are hereby vested in the Recreation Board, to be exercised by it, subject to any and all restrictions contained in such powers and ordinances.
