The City of Paterson shall establish and maintain a Green Team, whose mission, goals and objectives shall be as follows:
A. 
To facilitate the successful completion of the requirements for certification of Sustainable Jersey (www.sustainablejersey.com).
B. 
Educate and encourage all City employees, residents and businesses to participate in green initiatives.
C. 
Collaborate with public and private green committees to ensure the replication of best practices and to ensure a coordinated effort within the City of Paterson and with neighboring communities.
The Green Team shall be comprised of persons who reside, study or are employed in the City of Paterson, and are to be appointed by the Mayor with the advice and consent of the Municipal Council to three-year terms commencing July 1, 2010, or as soon thereafter as the appointments can be made. The Green Team shall be comprised of the following members:
A. 
Nine regular members, including representatives from the following:
(1) 
The Department of Public Works, with selection preference given to any person also serving as a Clean Communities Coordinator within the intendment of N.J.S.A. 13:1E-218d(6);
(2) 
The Department of Community Development, with selection preference given to any person having expertise in brownfields within the intendment of N.J.S.A. 58:10B-1.2;
(3) 
The Department of Human Services, Division of Health, with selection preference given to any person having expertise in environmental health;
(4) 
The Planning Board;
(5) 
The Paterson public schools;
(6) 
A nonprofit charitable organization active in the City of Paterson, whose stated charitable purpose may be religious, educational, or other;
(7) 
The members of the Municipal Council;
(8) 
Youth representative; and
(9) 
Citizen representative.
B. 
Two alternate members, including representatives from the following:
(1) 
The County of Passaic; and
(2) 
An additional nonprofit charitable organization active in the City of Paterson, whose stated charitable purpose may be religious, educational, or other.
