[HISTORY: Adopted by the City Council of the City of Northampton as Ch. 2, Art. I, of the 1977 Code. Amendments noted where applicable.]
The design as executed by Thomas Shepherd and adopted by the City Council, March 31, 1884, shall be the design of the City Seal.
The City Clerk shall be the custodian of the City Seal.
All boards, committees, commissioners, trustees and officials having charge of City property or the expenditure of appropriations, shall annually, on the 31st day of January, report to the City Council a statement of the receipts and expenditures for the year ending on the preceding December 31, and they shall annex to the report a schedule of all kinds of materials, tools, and property on hand, with the estimated value thereof.
All terms of office for City officers not otherwise specially provided for shall commence on the first Monday of January and shall be for the term of one year, or until successors are chosen and qualified.

The compensation of elected officials set forth in § 5-5A shall be increased annually by 2% commencing at the start of the 2025 fiscal year on July 1, 2024.

C. 
Benefits and expenses. The Mayor, City Council, School Committee and Trustees of Smith Vocational and Agricultural High School shall be eligible to enroll in the City's municipal health insurance program and retirement plans.

D. 
Elected Officials Compensation Advisory Board; members; term; compensation.
(1) 
The Elected Officials Compensation Advisory Board shall periodically, but not less frequently than 10 years, study the adequacy and equity of the compensation, benefits and expense allowances of municipal elected officials and report its findings and recommendations to the Mayor and City Council, and said reports shall be filed with the City Clerk.
(2) 
The Board shall be composed of seven members, each appointed by the Mayor subject to confirmation by the City Council. The members shall each serve a term of two years.
(3) 
Members of the Board shall serve without compensation. Members of the Board are subject to State Ethics Commission and conflict of interest laws.
(4) 
Former and current elected officials, and relatives of elected officials, shall not be eligible to serve on this committee.
(5) 
The committee will submit recommendations to the City Council, which will have the authorization to act/not act on these recommendations.

No executive or legislative branch employee of the City of Northampton shall be paid at a rate less than the minimum wage set forth in the Massachusetts Minimum Fair Wage Law, MGL c. 151, § 1 et seq. Nothing herein shall be construed to apply to any wages established pursuant to an existing collective bargaining agreement or to the compensation of any elected official.

In accordance with MGL c. 268A, § 1(n), the following positions of the City of Northampton shall be and hereby are designated as special municipal employees. This section shall supersede all prior orders of the Northampton City Council designating special municipal employees, and any order designating a position as special municipal employee that is not set forth herein shall be and hereby is rescinded.
