The Wisconsin Uniform Building Code, as prepared by the Building Inspectors Association of the State of Wisconsin in January of 1967 and last revised as of April 1, 1981, is hereby incorporated and adopted by reference and declared to be the Building Code of the Town of Addison, subject to the provisions of this chapter. In addition, the Wisconsin Uniform Dwelling Code, Chs. SPS 320 to 325 and 327, Wis. Adm. Code, is hereby incorporated and adopted by reference and made a part of the Building Code and shall apply to all new one- and two-family dwellings and any camping units and all additions, remodeling or alterations in existing one- and two-family dwellings and any camping units.[1]

Penalties for violations of the Building Code are established as set forth herein in lieu of the provisions of §§ 30.64 and 30.65 of the Wisconsin Uniform Building Code. It shall be unlawful for any person to erect, use, occupy or maintain any building or structure in violation of any provision of the Town Building Code established herein, or to cause, permit or suffer any such violations to be committed. Any person violating any of the provisions of the Town Building Code, upon conviction, shall be subject to a forfeiture of not less than $5 nor more than $500, together with the costs of prosecution, and, in default of payment thereof, shall be imprisoned in the Washington County Jail for a period of not less than one day nor more than six months or until such forfeiture and costs are paid. Any person violating the Building Code shall abate the violation as expeditiously as possible, and each day that such violation continues shall give rise to a separate offense. If, in any action, a permit was issued, it shall not constitute a defense to the violation, nor shall any error, oversight, or dereliction of duty on the part of the Building Inspector constitute such a defense. It shall be unlawful to commence work prior to obtaining a permit therefor. If work is commenced prior to the issuance of a permit and a permit is thereafter issued, double fees shall be charged for such permit.
All amendments to the Wisconsin Uniform Building Code which are hereafter published by the Building Inspectors Association of the State of Wisconsin shall automatically become amendments to this Building Code unless specifically rejected by action of the Town Board.
The Zoning Administrator shall keep on file at all times a copy of the Building Code as adopted by this chapter and all amendments thereto.

The position of Building Inspector for the Town is hereby created.
The Town Board shall appoint a Building Inspector who shall serve at the pleasure of the Town Board. The terms of employment and compensation for the Building Inspector shall be set by the Town Board from time to time. The Building Inspector shall have the necessary qualifications required by the State of Wisconsin to supervise the general construction of buildings and shall be certified by the Wisconsin Department of Safety and Professional Services to administer and enforce all the provisions of the Wisconsin Uniform Dwelling Code.
The Building Inspector shall enforce the provisions of the Town Building Code and all other Town ordinances, state laws, regulations and orders relating to buildings and for these purposes may at all reasonable times enter buildings and premises. The Building Inspector may deal with any questions arising under the provisions of Town ordinances, state laws and regulations relating to buildings, subject to any applicable conditions. No person shall interfere with the Building Inspector while performing his or her duties. The Building Inspector may create forms and procedures as necessary to carry out his or her duties.
The Building Inspector shall keep a record of all applications for building permits in a book and regularly number each permit in the order of issuance. The Building Inspector shall keep a record showing the number, description and size of all buildings erected during his or her term of office, indicating the kind of materials used, the cost of each building and the aggregate cost of all buildings of the various classes. The Building Inspector shall keep a record of all inspections made and of all removal and condemnation of buildings. The Building Inspector shall report on these matters to the Town Board on a monthly basis or as otherwise required.
Any person aggrieved by any order or ruling of the Building Inspector may within 20 days thereafter appeal from such order or ruling to the Zoning Board of Appeals. Such an appeal must be in writing.

The fees imposed by § 270-2B and C of Chapter 270, Parks, Article I, Park Fees for Residential Land Development, shall be collected as a condition of the issuance of a building permit under this chapter.
