All public recreation parks maintained and owned/leased by the Township of Penn shall hereafter be used and enjoyed by the general public under and subject to such rules and regulations as shall be preserved for such user in the interest of the health, safety, morals and convenience of the general public by the Township Manager.
Copies of the rules and regulations adopted in conformity with the provisions of § 208-1 of this chapter, labeled "Park Rules" shall be posted in a prominent place in each public recreation park, the user of which is affected thereby. The following shall be posted in each public recreation park:
A. 
All recreation and parks areas are open to the public between dawn and dusk throughout the year and lighted areas, if any, may be used until 10:00 p.m.
B. 
In the event of hazardous conditions endangering life or property, any park, recreation area or facility may be closed to public use at the discretion of the Township Manager or appointed persons.
C. 
Alcoholic beverages and controlled substances are prohibited.
D. 
Boisterous, immoral or indecent conduct is prohibited.
E. 
Trash, garbage and all other litter must be placed in containers provided for the purpose and shall be limited to material accumulated during normal use of the parks and recreation areas.
F. 
There shall be no removing, altering, molesting, injuring, or damaging anything material or physical within any park or recreation area.
G. 
Open fires and the use of charcoal or gas grill are prohibited except in areas specifically designated and equipped for same.
H. 
Soliciting for any purpose or posting of signs is prohibited. The distribution, sales, servicing or rental of any supplies, equipment, material or commodity is restricted to authorized concessionaires.
I. 
Hunting or the use or discharge of any type of firearm, air, BB, or pellet gun, slingshot or explosive device whether by powder, air, water or other propellant, is prohibited.
J. 
Outdoor recreational activity (such as soccer, softball, baseball, and horseshoes) in park and recreation areas shall be restricted to locations for which physical improvement or posting designates the appropriate purpose and use. The use of golf clubs and golf balls is expressly forbidden.
K. 
Unorganized or organized instruction, exhibition, competition, demonstration or special camping events first require written application and approval from Penn Township before such event may be conducted.
L. 
Motorized vehicles or wheeled vehicles such as, but not limited to, bicycles, scooters, skateboards, etc., are prohibited from use in or on the recreation or park areas or accesses. The only exception is for scheduled events by the proper authorities. Bicycles and wheeled vehicles should be parked in designated areas.
M. 
Leashed or unleashed pets (except for animals assisting persons with disabilities) are prohibited in or on the recreation or parks areas or accesses. The only exception is for scheduled events by the proper authorities.
N. 
The use of fireworks in the parks or recreation areas is prohibited. The restriction as to use of fireworks encompasses all types of fireworks including sparklers.
O. 
Notwithstanding the powers of the police to enforce the provisions of this chapter, Township personnel may eject participants not complying with the rules of this chapter.
P. 
Climbing, sitting or standing upon trees, shrubs, fences, flowers, signs, fountains or any other property not designated or customarily used for that purpose is prohibited.
Q. 
Temporary or permanent construction or erection of structures or appurtenances, except by proper authorities, is prohibited.
R. 
Washing, polishing, repairing or storing of vehicles in or on recreation areas, parks or accesses is prohibited.
S. 
Reservation of facilities, levying of fees or the issuance of permits for parks and recreation areas shall be in accordance with other ordinances, rules or regulations adopted or issued by Penn Township from time to time.
T. 
Parking or standing of vehicles anywhere other than those areas specifically designated is prohibited.
U. 
Smoking is prohibited around any mulched play area. (This includes the Kids Kingdom Creative playground area, all the playground areas in the residential parks and playground area at Youngs Woods.) The pavilions are exempt.

Persons violating any of the rules and regulations adopted pursuant to the provisions of this chapter shall be subject to a fine of not more than the amount specified in Chapter 1, Article II, General Penalty, of the Penn Township Code, for each offense.
