This Township agrees that East Lampeter Township, Upper Leacock Township, and West Earl Township shall join with each other in accordance with the Pennsylvania Intergovernmental Cooperation Act and the MPC by entering into the Intermunicipal Agreement which is adopted by reference with the same effect as if it had been set out verbatim in this section and a copy of which shall be filed with the minutes of the meeting at which this article was enacted.
This Township is authorized to enter into the Intermunicipal Agreement for the purposes contained therein. This action is to be taken by the officials or employees of the Township designated for this purpose, pursuant to general or specific instructions issued by the Board of Supervisors.
As required by the Intergovernmental Cooperation Act, the following matters are specifically found and determined:
A. 
The conditions of the agreement are set forth in the Intermunicipal Agreement referred to in § 30-9.
B. 
The Intermunicipal Agreement shall commence upon execution by all three Townships and shall continue indefinitely. Any Township may withdraw from the Intermunicipal Agreement upon one years' written notification to the other two Townships of the withdrawing Township's intent to withdraw from the Intermunicipal Agreement.
C. 
The purposes and objectives of the Intermunicipal Agreement are to provide for the implementation of the Conestoga Valley Joint Comprehensive Plan and to obtain the protections for municipalities implementing a multi-municipal Comprehensive Plan set forth in Article XI of the MPC.
D. 
Each Township shall bear the costs related to the amendment of its land use ordinances. Each Township shall contribute equally to the payment of fees of a consultant to review existing land use ordinances to determine consistency with the Joint Comprehensive Plan and prepare ordinances to amend existing land use ordinances as necessary to attain consistency.
E. 
Two new organizational structures, the Zoning and Land Development Ordinance Task Force (the "ZLDOTF") and the Regional Coordinating Committee ("RCC") will be formed by the Intermunicipal Agreement. The memberships of the ZLDOTF and the RCC are established in the Intermunicipal Agreement. The manner of making appointments to the ZLDOTF and the RCC are set forth in the Intermunicipal Agreement.
F. 
The Intermunicipal Agreement does not contemplate the purchase of any real or personal property.
G. 
Each Township has the power to enter into contracts for policies of insurance or other employee benefits.
