All buildings or improvements fronting on any of the public roads, streets, squares or avenues in the Borough shall be assigned a number by the Borough Manager in the manner hereinafter designated.

The number so assigned by the Borough Engineer shall be assigned by him as follows:
A. 
The buildings in the Centre Square shall be numbered beginning with Number One at the east corner of Centre Square and North Market Street; and thence moving towards the east, allotting a number, in consecutive order; for every 15 feet of frontage on said square, thence moving towards the south, west and north until numbers have been assigned for the whole Centre Square.
B. 
The buildings on North and South Market Streets and East and West High Streets shall be numbered as follows:
(1) 
Beginning at Centre Square, the buildings on the first square, north, south, east and west, respectively, on said streets shall be numbered from one to a number not exceeding 100, and on the second squares, from 100 to a number not exceeding 200, and to each and every subsequent square, numbers in the consecutive hundred following shall be allotted. North and South Market Streets and East and West High Streets are hereby designated as cardinal streets. The buildings on all those streets, roads and avenues north and south, east or west from any one on said cardinal streets shall be numbered from said cardinal streets in like manner, allotting a number for every 15 feet of frontage and a consecutive hundred for every square. Buildings on any street, road or avenue which run from any one of said cardinal streets to another cardinal street shall be numbered in like manner, beginning, however, at the intersection of said diagonal streets with said cardinal street which is nearest the Centre Square.
C. 
Commercial establishments with suites will be numbered in order as Suites 101, 102, etc., on the first floor and Suites 201, 202, etc., on the second floor, as such. Apartments on the ground floor will begin with 101, move to 201 on the second floor, 301 on the third floor, as such.

The numbers shall be assigned to the sides of the said streets, roads or avenues alternately, commencing on the north and east sides, respectively, so that all odd numbers will be on the north and east sides of said streets and all even numbers will be on the south and west sides of said streets.

The owner of every building, within 30 days after he has received the aforesaid certificate of occupancy, or in the case of a new building, within 30 days after the completion of the same, or the occupation of the same in case it is occupied before completion, shall cause to be placed and maintained in a conspicuous place at or near the front or principal place of entrance to such building, in figures not less than four inches high, as required by the International Residential Code, the proper number for such building or entrance. In small numbers and letters, each apartment or business suite shall display the assigned unit number.

No owner shall place or maintain upon any building in said Borough any number or numbers other than the proper number or numbers for such building as herein determined.

If any property owner wishes to place and maintain a number on any building fronting upon any alley in the Borough, such property owner, before placing such number, shall obtain from the Borough Engineer a certificate setting forth the proper number for such building, which number the Engineer shall ascertain according to the provisions of this Part in regard to streets. Only the proper number, as indicated in such certificate, shall be placed upon any such building.

Any person or persons, partnership, firm or corporation, being the owner of any building in the Borough, who shall violate any of the provisions of this Part shall, upon conviction thereof, be sentenced to pay a fine of not more than $600 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day's continuance of a violation of any of the provisions of this Part after conviction thereof shall constitute a separate offense.
