No person other than a contractor licensed under this chapter
shall be issued a permit to construct or repair a sidewalk within
the public rights-of-way, except nothing in this article shall prohibit
a property owner from making minor or temporary repairs.
After obtaining a permit pursuant to this article and before
commencing operations, specifications shall be obtained from the Town
Engineer, and all work must be performed in strict conformity to these
specifications, which shall set forth the location, type of materials,
width and thickness of the sidewalk and method of construction.
After obtaining a permit pursuant to this article and before
commencing operations in the public right-of-way, a grade line shall
be obtained from or approved by the Town Engineer.
All phases of the work involved in the construction or repair
of sidewalks shall be subject to the inspection and supervision of
the Town Engineer. Each state of the construction must be inspected
before the next stage is started.
Any maintenance and permanent replacement of sidewalks and curbs, if applicable, shall be subject to the requirements as set forth in Article
III of this chapter.
