Lot size and density shall comply with Chapter 240, Zoning.
A.
Source. All mobile home parks shall be connected to the public or a community water system. All water supply systems shall be provided in accordance with § 200-43 of this chapter.
B.
Connection. All mobile homes and service buildings shall be connected
to a public or a community water supply system. Individual water riser
pipes having an inside diameter of not less than 3/4 inch shall be
provided for each mobile home stand and shall terminate no less than
four inches above the ground.
C.
Protection of water lines. Adequate provisions shall be made to protect
water service lines from damage, including a shutoff valve, installed
below the frost line at the curbline, for each mobile home space.
D.
Fire hydrants. Fire hydrants or yard hydrants shall be installed
in accordance with the provisions of the Insurance Service Organization
and EAWA regulations, when applicable.
A.
Approved system. All mobile home parks shall conform to § 200-43 of this chapter with respect to establishing an acceptable sanitary sewage disposal facility.
B.
Connection. All mobile homes and service buildings shall be connected
to the public or community sewer system. Individual riser pipes having
a minimum inside diameter of four inches shall be located on each
mobile home stand and shall extend four inches above ground level.
The sewer riser pipe shall be sealed with a securely fastened plug
when the site is unoccupied. Positive surface drainage away from the
plug shall be provided to ensure no infiltration of surface water
will occur. All sewer lines shall be constructed with materials and
by methods approved by ERSA and the DEP.
C.
Protection. Adequate provision shall be made to protect sanitary
sewers from stormwater infiltration and damage. All sewer lines shall
be constructed with materials and by methods approved by ERSA and
the DEP.
All mobile home parks shall conform to the requirements of Chapter 190, Stormwater Management, with respect to stormwater drainage, erosion and sedimentation, and floodplain controls.
A.
General. Private streets shall be provided in the park as the principal
trafficway, and each mobile home lot shall abut and have access to
such a street.
B.
Width. All streets and alleys within a mobile home park shall conform to the right-of-way widths and cartway widths specified in Article VI of this chapter.
Off-street parking spaces shall be provided in all mobile home parks. Two spaces per dwelling unit shall be provided either on the mobile home lot or in a common, paved parking compound within 200 feet of the mobile home unit to be served. The spaces shall be designed in accordance with § 200-36 of this chapter.
All streets, alleys and parking compounds shall be lighted to
provide an average minimum two footcandle level of illumination at
an elevation of three feet above the grade for the safe movement of
pedestrians and vehicles at night. All lighting shall be so arranged
as to reflect the light away from adjoining premises and public rights-of-way.
Buffer areas shall include a suitable and uninterrupted evergreen planting of a minimum height of 36 inches and density to give maximum screening. Such screening shall be permanently maintained and replaced where necessary to present an attractive appearance. Parking and building are prohibited in the buffer area. The use of the buffer area for accessways shall be limited. It is recommended that a landscape architect be utilized to ensure the proper use, arrangement, and selection of plant material and to provide an aesthetically pleasing effect. All buffer planting shall conform with § 200-42 of this chapter.
Mobile home units shall conform to the building setback requirements of § 200-38 of this chapter. No structure shall be closer than 25 feet to any property line defining the external boundary of the mobile home park.
Solid waste disposal shall be the responsibility of the mobile
home park operator and shall be performed in accordance with the requirements
of DEP and applicable Township ordinances.
A.
Usable open space. All mobile home parks shall provide not less than
10% of the total land area for usable open space purposes. Usable
open space shall be located as to be free of traffic hazards and should,
where the topography permits, be centrally located and easily accessible
to all park residents.
B.
Play areas. Adequate areas shall be provided for play space for children.
A minimum of 3,000 square feet of play space shall be provided for
parks of 10 or fewer mobile home lots, and an additional 200 square
feet of play space shall be provided for each mobile home lot in excess
of 10. Play areas shall be suitably equipped and landscaped to provide
safe activities for children over a wide range of age. Play areas
shall meet the standards of the Americans with Disabilities Act (ADA)[1] for accessibility and Consumer Product Safety Commission
(CPSC) safety guidelines.

Campground plans shall be processed as final plans. Travel trailer
parks shall be subject to the following design standards only:
A.
Gross density. The maximum number of lots or spaces within each park
shall be no more than 12 units per gross acre of the park.
B.
Parking space requirements. A minimum of one motor vehicle parking
space shall be provided for each lot or space within the travel trailer
park.
C.
Driveway requirements. An internal system of private driveways shall
be provided in campgrounds. Driveways for areas serving recreational
vehicles, such as motor homes and travel trailers, shall have a minimum
cartway width of 10 feet per driving lane.
D.
Campground improvements. Campgrounds may be improved by the permanent
installation of recreational vehicles, recreational park trailers,
cabins or other similar units; however, such units shall not be used
as permanent residences.
