A.
At its meeting in January of each year, the members of the Board
of Health shall elect one its members to serve as President of the
Board for the calendar year, and the Board shall also elect one of
its members to serve as Vice President of the Board for the calendar
year. The Vice President shall serve as President in the event of
the temporary absence of the President. Any vacancy in the office
of President shall be filled by the Board for the remainder of the
calendar year.
B.
The Board of Health may appoint a person, who need not be a member
of the Board, to act as Secretary to the Board. The Secretary shall
serve at the pleasure of the Board and shall receive such compensation
for services rendered as may be fixed by the Board. The Secretary
shall attend all meetings of the Board and maintain records with respect
to its proceedings. The Secretary shall receive all applications made
to the Board, issue permits and licenses authorized by the Board,
and shall perform such other services for the Board as may be deemed
necessary by the Board from time to time for the proper discharge
of its responsibilities.
C.
The Board of Health shall, at its meeting in January of each year,
appoint an attorney at law to render legal services to the Board during
the current year.
The Board of Health shall discharge all of the responsibilities
of a local board of health in accordance with applicable state statutes,
rules and regulations, and in doing so, shall have and may exercise
all of the powers of such a board as set forth in state statutes,
rules and regulations.
The Board of Health shall employ such qualified personnel or
contract with public agencies or private entities as may be deemed
by the Board to be necessary for the performance of the duties imposed
upon the Board by state statutes, rules or regulations or required
for the enforcement of the provisions of any ordinance adopted by
the Board. The Board shall establish the annual or other compensation
to be received by any of the foregoing for the services rendered to
the Board.
A.
The presence of a majority of the full membership of the Board of
Health at a meeting of the Board shall constitute a quorum for the
transaction of business at the meeting.
B.
The introduction and final adoption of an ordinance shall require
an affirmative vote of a majority of the members of the Board who
are present and voting. An abstention shall not be counted as a vote
either for or against the ordinance.
C.
The adoption of a resolution shall require an affirmative vote of
a majority of the members of the Board who are present and voting.
An abstention shall not be counted as a vote either for or against
the resolution.
A.
The Board of Health, by majority vote, may appoint two alternate
members who shall serve under the same terms and conditions as the
regular members. Such members shall be designated "Alternate No. 1"
and "Alternate No. 2."
B.
Each alternate member shall be appointed for a term of two years,
except that the terms of the alternate members first appointed shall
be two years for Alternate No. 1 and one year for Alternate No. 2.
C.
An alternate member may participate in discussions of the proceedings
but may not vote except in the absence or disqualification of a regular
member. In the event a choice must be made as to which alternate member
is to vote, Alternate No. 1 shall vote first.
