The City Clerk shall be appointed by the City Manager and serve as the Clerk of the Common Council.

The City Clerk shall be the official custodian of all City records, shall keep the minutes of meetings of the Common Council and shall be the Registrar of Vital Statistics in and for the City. He shall also perform such other and related duties as may be prescribed by this Charter, the Common Council or other provisions of law.

The Deputy City Clerk shall be appointed by the City Manager.

The Deputy City Clerk shall:
1. 
Assist the City Clerk in the performance of her duties.
2. 
Serve as Deputy Registrar of Vital Statistics.
3. 
In case of absence, disability or vacancy in the office of City Clerk, perform all of the duties and exercise all of the powers of the City Clerk.

The person(s) holding the position of City Clerk or Deputy City Clerk need not be a resident or elector of the City of Oneida; provided, however, that such person(s) shall reside in the County of Madison or in an adjoining county within the State of New York.
