The Township government shall to the maximum feasible extent have organization in the departments as provided by the Charter, with the goal of achieving maximum efficiency and effectiveness in the government. The principal departments of the Township government shall be:
A. 
Department of Administration.
B. 
Department of Finance.
C. 
Department of Law.
D. 
Department of Public Safety.
E. 
Department of Community and Economic Development.
F. 
Department of Public Works.
G. 
Department of Health, Recreation, Senior and Veterans Services.
H. 
Department of Water Pollution Control.
I. 
Department of Technology.
The following boards and agencies of Township government are not assigned to any department:
A. 
Municipal Court.
B. 
Planning Board.
C. 
Zoning Board of Adjustment.
D. 
Alcoholic Beverage Control Board.
E. 
Library Board.
F. 
Board of Public Officers.
G. 
Board of Assessment Commissioners.
H. 
Park and Recreation Advisory Committee.
I. 
Economic Development Advisory Commission.
J. 
Landlord-Tenant Relations Commission.
K. 
Environmental Advisory Commission.[1]

Department heads shall be appointed and removed as provided by the Charter, and, except as otherwise provided by this Code, each department head shall serve during the term of the Mayor appointing him and until the appointment and qualification of his successor. A director may simultaneously serve in a subordinate position in his department, as may any other employee, without additional compensation. Under the supervision of the Mayor and subordinate to the Charter and this Code, each department head shall:
A. 
Subject to the provisions of the civil service and with the approval of the Mayor, appoint subordinate officers and employees within the respective departments.
B. 
Direct and supervise the work of the department and its employees through the divisions established by this Code.
C. 
Assign functions, powers and duties of subordinate officers and employees within the department and modify such assignments as need appears.
D. 
Delegate to division heads such of the power as he may deem necessary for efficient administration.
E. 
Report at least annually to the Mayor and Council, in such form as shall be approved by the Business Administrator, on the work of the department during the preceding year and the goals of the department for the upcoming year and the goals of the department for the next three years.
